Entire Urban Area’s Transactions Halted Due to a Missing Signature

The infrastructure of the Hòa Bình Riverside Residential Area (Cà Mau) has been fully completed, and land prices are market-ready. However, for nearly two years, transactions have been halted due to the absence of a single signature from a department leader on the infrastructure acceptance inspection report. Meanwhile, the developer continues to bear significant costs, including loan interest, breaches of commitments to buyers, and lost business opportunities.

Speaking with Tien Phong Newspaper, a representative of Binh Duong – Bac Lieu Construction Investment One-Member LLC, the developer of the Hoa Binh Riverside Residential Area (Hoa Binh Commune, Ca Mau Province), revealed: After completing the urban infrastructure, in December 2023, the former Bac Lieu departments formed an inspection team for acceptance. The inter-departmental team verified that the developer had completed the urban infrastructure (roads, sidewalks, electricity, water), but Mr. Le Van Phuong (then Deputy Director of the Department of Natural Resources and Environment – DNRE) did not sign the record.

According to the developer, the inspection team’s record is a prerequisite for the company to transfer and change land use rights for customers purchasing lots in the project. Before the inspection, the former Bac Lieu Provincial People’s Committee permitted sales, contingent on the inter-departmental team’s inspection and infrastructure acceptance by the Department of Construction.

“Following the inspection and record creation, the former Bac Lieu DNRE provided no further documents or guidance to the developer regarding lot transfers or title changes for customers,” stated the representative of Binh Duong – Bac Lieu Construction.

In September 2025, the Ca Mau Provincial People’s Council approved a supplementary land price table, including the Hoa Binh Riverside Urban Residential Area. Despite meeting infrastructure and land price requirements for tax and fee calculations, the developer submitted transfer documents for customers.

However, the Hoa Binh Land Registration Office rejected the submission, citing the absence of guidance from the former Bac Lieu DNRE and the unsigned infrastructure inspection record by the former Bac Lieu DNRE representative.

Addressing the project’s challenges, a leader from the Ca Mau Land Registration Office noted that the former Bac Lieu Provincial People’s Committee previously allowed project implementation for six months. However, due to land price table delays, sales procedures were rejected once the table was approved, as the implementation period had expired.

Faced with these “unreasonable” obstacles, the developer of the Hoa Binh Riverside Residential Area has petitioned the Ca Mau Provincial People’s Committee for resolution, enabling lot transfers to customers. Prolonged procedural delays have caused significant losses, including bank loan interest payments, damaged credibility, breached customer commitments, and lost business opportunities.
