The Vice Chairman of the Hanoi People’s Committee, Duong Duc Tuan, has signed and issued Decision No. 5577 approving the planning tasks for the E5-1A and E5-1B urban sub-zones at a scale of 1:2,000.
The planning area is located in the northeastern urban region of Hanoi, within the administrative boundaries of Dong Anh and Phu Dong communes, Hanoi City.
The total area for planning research is approximately 3,272 hectares. Preliminary population projections for 2045 estimate between 220,000 and 230,000 residents.

The new urban development plan integrates construction, renovation, and upgrading of existing residential areas, industrial zones, and industrial clusters. It aims to create a modern, smart city centered around public transportation (TOD model), linked to regional services at Noi Bai International Airport. The plan includes functional urban zones, social infrastructure, and housing (commercial, eco-friendly, social, and resettlement housing).
According to the Hanoi People’s Committee, this area represents a new development zone for the city center. It focuses on developing synchronized, modern infrastructure connected to rural areas, serving as the northeastern gateway to Hanoi. The plan emphasizes high-quality logistics, trade, and services to support the coastal economic corridor, leveraging national railway and waterway transport systems. It also includes a regional science and technology research center, advanced healthcare complexes, and high-tech urban agriculture with eco-friendly services. Additionally, modern entertainment hubs, international-standard thematic parks, and green spaces along the Red and Duong rivers will be developed.
Notably, on November 13, during the 27th Specialized Session, the Hanoi People’s Council approved the investment policy for the project connecting Gia Binh Airport to Hanoi. The 14-kilometer route will pass through Thuan An, Phu Dong, Thu Lam, and Dong Anh communes in Hanoi, as well as Tu Son and Phu Khe wards in Bac Ninh Province.
Proposed by the Sun Group Joint Stock Company, the project will be implemented under a Public-Private Partnership (PPP) model with a Build-Transfer (BT) contract.
Approximately 405 hectares of land in Dong Anh and Phu Dong communes, within the proposed E5-1A and E5-1B sub-zones, will be allocated to the investor as payment.

The 27th session of the Hanoi People’s Council will review and approve several critical agenda items within its jurisdiction. Notably, the investment policy for the project to renovate, upgrade, and reconstruct the parks along both banks of the To Lich River is set to be ratified during this meeting.
