Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People’s Committee, has issued a commendation letter to the Department of Agriculture and Environment (DAE) for their outstanding achievements in state budget collection during the first 10 months of 2025.
According to the report, the total revenue from natural resources and environmental sectors reached VND 75,195 billion in the first 10 months of this year, marking a significant increase of VND 53,903 billion compared to the same period in 2024 (VND 21,292 billion). This represents a remarkable growth rate of 353%. Such impressive figures have substantially contributed to Ho Chi Minh City’s total state budget revenue, which stands at VND 652,509 billion, equivalent to 115% of the previous year’s performance.
Leadership from the DAE emphasized that these results underscore the effectiveness of their management, coordination, and industry-wide efforts in optimizing land resources—a cornerstone of Ho Chi Minh City’s development strategy.
Specifically, the DAE identified land pricing as a critical component of land finance management. This process directly influences the financial obligations of organizations and individuals when the state allocates land, leases land, or permits changes in land use purposes.
In the first 10 months of this year, total revenue from natural resources and environmental sectors reached VND 75,195 billion, an increase of VND 53,903 billion compared to the same period in 2024.
During the first 10 months of this year, the DAE received, evaluated, and submitted 65 project dossiers to the Ho Chi Minh City Land Price Appraisal Council, with an expected total revenue of VND 64,200 billion. By the end of October, the approved dossiers amounted to VND 69,617 billion, surpassing the initial target.
In Zone 1 (former Ho Chi Minh City), 12 dossiers were approved, generating a total revenue of VND 58,016 billion. Notable high-value projects include the Can Gio Sea Reclamation Urban Area (VND 27,317 billion), the Thu Thiem Eco Smart City Complex (VND 16,190 billion), and the Thu Thiem Observation Tower Complex (VND 5,300 billion).
In Zone 2 (former Binh Duong Province), the DAE appraised and submitted 46 projects, achieving a total revenue of VND 7,485 billion, primarily from industrial zones, expanded urban areas, and service-oriented peripheral regions.
In Zone 3 (former Ba Ria – Vung Tau Province), 7 projects were approved, yielding a total revenue of VND 4,116 billion. These projects, focusing on tourism, seaports, and logistics, are driving development in the coastal areas.
In addition to land use fees, revenue from land and water surface rentals also saw a sharp increase, reaching over VND 13,605 billion—a rise of VND 7,962 billion compared to the same period last year (241% increase).
The DAE has also prioritized resolving long-standing land allocation and land use conversion dossiers from 2003 to 2013, successfully processing 84 cases.
