Prime Minister: Decisively Eliminate Unnecessary Procedures Burdening Citizens

In his opening remarks, Prime Minister Pham Minh Chinh stated that this meeting serves as a review and assessment of past work, as well as a preparatory step for the 2025 Year-End Summary Meeting of the Steering Committee.

The Prime Minister emphasized that to achieve strategic goals, a growth target of 8% or higher has been set for 2025, and 10% or higher for 2026 and subsequent years.

To sustain high growth over multiple years, it is essential to revitalize traditional growth drivers (investment, consumption, exports) and effectively leverage new growth drivers (digital economy, green economy, circular economy, sharing economy, semiconductors, artificial intelligence, Internet of Things, quantum technology, biology, subsurface space, maritime space, and space exploration). This includes promoting industrialization, modernization, economic restructuring, and establishing a new growth model.

Highlighting the critical role of science, technology, innovation, digital transformation, and data infrastructure in development, the Prime Minister noted that the Politburo has issued seven key resolutions and is preparing additional resolutions on state-owned enterprises, foreign investment, and cultural development. Notably, Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation was the first to be issued.

Over the past period, the Government and Prime Minister have directed ministries, agencies, and localities to vigorously implement Resolution No. 57 with the spirit of “The Party has directed, the Government has agreed, the National Assembly supports, the people endorse, and the nation awaits—we must move forward, not backward.” Every day, month, hour, and minute has been utilized to advance this effort.

Significant progress has been made across various areas, including institutions, mechanisms, policies, and implementation. However, much remains to be done to achieve goals in science, technology, innovation, national digital transformation, administrative reform, and Project 06.

The Prime Minister urged delegates to focus on evaluating completed tasks, identifying unfinished work, reviewing assigned responsibilities, clarifying achievements and challenges, and proposing future tasks and solutions. This will contribute to fostering rapid and sustainable growth across ministries, localities, agencies, and units.

Key discussion points include: assessing task performance linked to individual accountability; developing data infrastructure; building digital citizens; reforming, reducing, and simplifying administrative procedures; decentralizing authority; and sharing best practices, lessons learned, and innovative approaches.

The Prime Minister stressed that leadership and guidance must be proactive, timely, flexible, and effective. Ministers and heads of agencies must prioritize data infrastructure development and aggressively cut unnecessary administrative procedures, reusing data to reduce paperwork and streamline processes for citizens and businesses.

He cited a specific example from Thanh Hoa, where a parent had to travel 19km to a commune People’s Committee office to obtain a birth certificate for their college-aged child, which was then sent to Hanoi. The Prime Minister instructed citizens to use the VNeID app, which contains comprehensive family relationship data, birth dates, and birthplaces. He emphasized the need to enhance public awareness and skills while boldly eliminating redundant procedures.

During the meeting, leaders from the Ministry of Science and Technology reported on progress in science, technology, innovation, and national digital transformation; the Ministry of Public Security reported on Project 06 implementation; and the Ministry of Home Affairs reported on administrative reform achievements. Key tasks for the remainder of 2025 were also outlined.
