Progress Update: T&T and CIENCO4’s $250 Million Airport Project One Year After Groundbreaking

The project has successfully cleared 239 hectares of land, ensuring uninterrupted construction of all planned components. An additional 25.9 hectares, which does not impact ongoing construction activities, remains pending relocation due to ongoing resettlement area completion.

On November 14th, Deputy Prime Minister Nguyen Chi Dung led a government delegation to inspect several key projects and works in Quang Tri province.

Specifically, Deputy Prime Minister Nguyen Chi Dung inspected Component Project 2 – the construction of the airport under the investment project to build Quang Tri Airport, Quang Tri province, through a public-private partnership (PPP) model.

The project is being developed to meet the standards of a 4C-grade airport, capable of accommodating Code E aircraft, allowing for non-scheduled international flights, and serving as a Level II military airport, catering to up to 5 million passengers annually.

The investment is being implemented in three phases: the initial phase to complete key components before 2026, the subsequent phase to finalize structures by 2030, and the remaining components to be executed after 2030.

The investment project to build Quang Tri Airport was officially launched on July 6, 2024. The winning bidder for the project is a consortium comprising T&T Infrastructure Investment and Development LLC and CIENCO4 Corporation.

Spanning over 265 hectares, the project has a total investment capital of more than 5.8 trillion VND. To date, 239 hectares have been cleared for construction, with an additional 25.9 hectares pending resettlement area completion. Land clearance is expected to be finalized in 2025.

The investor has actively commenced construction of facilities scheduled for completion before 2026, as per the signed BOT contract.

On the same day, November 14th, Deputy Prime Minister Nguyen Chi Dung inspected the Quang Tri Industrial Park (QTIP), a joint venture between three companies: Vietnam-Singapore Industrial Park (VSIP JV), Amata Bien Hoa Urban Development Corporation of Thailand, and Sumitomo Corporation of Japan.

Approved by the Prime Minister on March 23, 2021, the project covers approximately 481.2 hectares with a total investment of over 2.074 trillion VND, to be developed in three phases from 2021 to 2032.

QTIP has completed essential investment procedures and land clearance for Phase 1, with the Quang Tri Provincial People’s Committee leasing 96.05 hectares in four installments. Construction began on December 15, 2023.

The project is currently executing various components, including factory wastewater treatment plant foundations, industrial land plots, internal roads, stormwater drainage, wastewater systems, and water supply networks.

Subsequently, the Deputy Prime Minister and the delegation inspected the My Thuy Port Construction Project. Approved by the Prime Minister in Decision No. 16/QD-TTg on January 4, 2019, the project includes 10 berths accommodating vessels up to 100,000 tons. The investor is My Thuy International Joint Venture Company, licensed by the Quang Tri Provincial People’s Committee.

Phase 1, spanning 2018-2025, includes 4 berths with a total quay length of 1,300 meters, featuring rear quay walls, breakwaters, sand barriers, beach protection walls, and dredging for turning basins, shipping lanes, and berth aprons. Implementation is scheduled from 2024 to 2026.

Phase 2, from 2026-2031, includes 3 berths with an investment of 4.930 trillion VND, and Phase 3, from 2032-2036, includes 3 berths with an investment of 4.308 trillion VND.

To date, the Quang Tri Provincial People’s Committee has cleared and handed over 133 hectares for Phase 1, with an additional 37 hectares in progress.

According to the investor’s report, 300 meters of breakwater construction is complete, with Berths 1 and 2 at 65% progress. The investor is mobilizing equipment, manpower, and materials to complete Berths 1 and 2 by March 2026. Construction of Berths 3 and 4 is slated to begin in September 2025, with completion by November 2026.

Deputy Prime Minister Nguyen Chi Dung emphasized that My Thuy International Port is a pivotal project with significant impact, driving investment and development in the Southeast Quang Tri Economic Zone, and fostering socio-economic breakthroughs in Quang Tri province.

The Quang Tri Provincial People’s Committee must direct the investor to allocate resources for timely, high-quality, and safe project execution. Additionally, efforts should be made to attract investment in the Southeast Quang Tri Economic Zone to generate cargo for the port.

On the morning of November 14th, the Deputy Prime Minister and delegation inspected the Van Ninh – Cam Lo section of the North-South Expressway Project, Eastern Route, Phase 2021-2025.

Land clearance for the main route is 100% complete, with technical infrastructure relocation, 13 resettlement areas for 454 households, and 788 grave relocations finalized.

The project component was substantially completed and operationalized on August 19, 2025. The Provincial People’s Committee is addressing newly arising frontage road areas.
