The Government Office has issued a dispatch conveying the directives of Deputy Prime Minister Tran Hong Ha regarding the development of public transportation systems and support for citizens to use public and green transportation.
Accordingly, considering the Ministry of Construction’s report on the roadmap for developing public transportation systems and proposing breakthrough mechanisms and policies to attract private investment and support citizens in using public and green transportation, Deputy Prime Minister Tran Hong Ha has tasked the Ministry of Construction with leading and coordinating with relevant ministries, agencies, and the People’s Committees of Hanoi and Ho Chi Minh City. They are to further consult experts, scientists, and learn from the experiences of advanced countries.
Deputy Prime Minister Tran Hong Ha has requested proposals for policies supporting citizens in using green transportation by January 31, 2026.
The Deputy Prime Minister emphasized that the report should clarify specific tasks regarding proposed mechanisms, policies, planning, investment projects, resources, and implementation. It should also outline the responsibilities of each agency, whether at the central or local level, the timeline for each task, and related issues. The report is to be submitted to the Prime Minister by January 31, 2026.
Over the past period, the Prime Minister has issued several directives to promote the transition to greener transportation methods.
In September, the Government Office released a notification summarizing Deputy Prime Minister Tran Hong Ha’s conclusions on addressing air pollution and river contamination in Hanoi and Ho Chi Minh City. This included the National Action Plan on Pollution Control and Air Quality Management for 2025–2030, with a vision toward 2045.
Within this framework, the Deputy Prime Minister instructed the Ministry of Construction to lead and collaborate with relevant ministries and sectors to study and propose amendments to regulations on emissions testing for road motor vehicles. The aim is to tighten control over older vehicles that do not meet environmental standards.
