At the 5th session of the 10th Ho Chi Minh City People’s Council, Chairman of the Ho Chi Minh City People’s Committee Nguyen Van Duoc announced that the Rach Chiec National Sports Complex project will break ground on December 19th.

The Rach Chiec National Sports Complex project was first proposed in 1994 with an estimated investment of nearly VND 15 trillion. However, after three decades, the project remains stagnant.

In recent years, Ho Chi Minh City has sought investment for sub-projects within the Rach Chiec National Sports Complex through public-private partnerships (PPP).

Notable projects include a 50,000-seat stadium with an integrated athletics track, costing VND 7 trillion. A velodrome with a motorcycle racing track and outdoor football field is estimated at VND 4 trillion. Other projects include a football academy with six outdoor training fields (VND 1 trillion) and an athletics competition venue (VND 1.5 trillion).

The sports complex, located along the Rach Chiec River, enjoys a strategic position near major eastern gateways of the city, including Vo Nguyen Giap Boulevard (formerly Hanoi Highway) and Mai Chi Tho Avenue, as well as the Ben Thanh – Suoi Tien metro line.

Currently, much of the project area consists of vacant land, ponds, overgrown vegetation, and temporary residences of local residents.

The Rach Chiec National Sports Complex was first proposed in 1994 with an initial planned area of 466 hectares, envisioned as an Olympic-standard sports hub.

However, after multiple adjustments, the area has been reduced to 212 hectares, and the project remains undeveloped, with the site consisting of vacant lots and swamps.

In 2017, Ho Chi Minh City restarted the project in preparation for the 31st SEA Games. However, after the city withdrew from hosting, the project stalled again.

In December 2023, leveraging Resolution 98, Ho Chi Minh City included the Rach Chiec National Sports Complex in the list of cultural and sports projects to be invested through public-private partnerships (PPP), offering a chance to revive the project.

Several investors have expressed interest in implementing the project through PPPs, aligning with the city’s strategy to attract private investment. According to the PPP Law, project proposals must not overlap with projects that already have an investment decision in principle.

Halting the investment plan using the state budget ensures legal compliance and provides a legal basis for Ho Chi Minh City to attract investors, mobilize social resources, reduce budget pressure, and accelerate the development of the Rach Chiec National Sports Complex.
