On November 15th, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to review the planning scheme for the Hong River Landscape Avenue and the Olympic Sports Urban Area in Hanoi, the capital city of Vietnam.

The Hong River Landscape Avenue is one of the five strategic axes outlined in the Capital’s Master Plan. The project spans approximately 11,000 hectares, stretching over 40 kilometers along the Hong River, passing through 16 wards and communes within the Ring Road 4 area, impacting 40,000 residents.
To date, the planning scheme has been largely directed by Hanoi, featuring around 8 landscape parks, 12 thematic parks, and a total area exceeding 3,000 hectares.
The project is expected to significantly contribute to Hanoi’s achievement of four major goals: alleviating traffic congestion, reducing environmental pollution, enhancing urban beautification, and addressing inner-city flooding.
Regarding the Olympic Sports Urban Area, Hanoi has approved the planning tasks for sub-zones C and D, covering a total area of over 8,200 hectares. Sub-zone C spans nearly 4,500 hectares, encompassing the administrative areas of Ngoc Hoi, Nam Phu, Hong Van, Chuong Duong, Thuong Phuc, and Thuong Tin communes. Sub-zone D covers more than 3,700 hectares, including Thanh Oai, Tam Hung, and Dan Hoa communes.

Both sub-zones are planned to include functions such as sports facilities, residential areas, public services, schools, green spaces, technical infrastructure, historical sites, defense areas, and agricultural production.
In concluding the meeting, Prime Minister Pham Minh Chinh emphasized that these are major projects contributing to building a “bright, green, clean, and beautiful” capital city, modern and of international stature. He instructed Hanoi and relevant ministries to finalize the proposal and report to the Government Party Committee and the Government for approval by the Politburo.
The Prime Minister tasked Deputy Prime Minister Tran Hong Ha, along with relevant ministries and Hanoi, to prepare the submission for the Politburo. Once the Politburo provides feedback, the ministries and Hanoi will proceed based on their functions, duties, and authority.
Notably, the Prime Minister urged efforts to commence both projects on December 19, 2025, to create momentum and enthusiasm as we enter a new era.
Additionally, the Government leadership directed Hanoi to develop a plan for effectively utilizing water, land, underground, and airspace resources.
