The Ho Chi Minh City People’s Council has unanimously approved the income levels for experts, scientists, and individuals with special talents across various fields working in Ho Chi Minh City, including the former provinces of Binh Duong and Ba Ria – Vung Tau, during the 5th session on November 14th.
Accordingly, selected experts, scientists, and individuals with special talents will be contracted based on specific tasks and projects. These individuals will receive an initial allowance of up to 100 million VND.
In terms of income, experts, scientists, and individuals with special talents will earn between 30 million and 100 million VND per month.

Upon completion of tasks, with approved and accepted scientific projects or products, or with outstanding achievements, experts and scientists will receive a research incentive bonus, equivalent to 5% of the budget allocated for the scientific project or product.
Individuals with special talents will be rewarded based on their merits and achievements, with a maximum reward of 1 billion VND per person.
Experts and scientists will also receive housing support of up to 7 million VND per month and other preferential policies.
In reality, the policy to encourage and attract talents in specific fields as needed by the city was issued by Ho Chi Minh City in Resolution 27 in December 2023.
However, this policy is specific to the former Ho Chi Minh City under Resolution 98. The former provinces of Ba Ria – Vung Tau and Binh Duong did not have similar resolutions.
Therefore, to apply this policy to the entire current Ho Chi Minh City, the City People’s Council has agreed to issue a resolution to continue applying Resolution 27 to the entire Ho Chi Minh City, including the former provinces of Binh Duong and Ba Ria – Vung Tau.
After the merger of the three localities, Ho Chi Minh City has become a megacity with a much larger role and position than before.

The city is aiming to become a global city, a center of economics, finance, and services in Asia; a growth pole and driving force for the development of the Southern region and the whole country; a place to attract international financial institutions and economic groups.
To achieve its development goals in the coming period, Ho Chi Minh City needs to focus on developing high-quality human resources, promoting the attraction of experts, scientists, and talents from both domestic and international sources to work in key areas of science, technology, innovation, and creativity.
Implementing incentive policies to attract high-quality human resources will contribute to creating breakthroughs, enhancing the city’s competitive advantages, and facilitating the accelerated implementation of strategic tasks.
This is also one of the solutions to effectively implement Resolution No. 57.
The budget for attracting experts, scientists, and individuals with special talents will be allocated from the city’s budget. The city ensures the feasibility and balance of the budget after the resolution is issued.
In November 2024, Ho Chi Minh City established the Council for Attracting Experts, Scientists, and Selecting Individuals with Special Talents for fields in need.
The Council has agreed to propose attracting 12 positions from 4 units, including: the Department of Agriculture and Rural Development with 4 positions; the Management Board of the High-Tech Agricultural Zone with 6 positions/7 targets; the Management Board of the High-Tech Zone and the People’s Committee of Thu Duc City with 1 position each.
After the administrative reorganization, 3 agencies have registered their needs to attract experts, scientists, and individuals with special talents: the Department of Agriculture and Environment, the Management Board of the High-Tech Zone, and the Management Board of the High-Tech Agricultural Zone.
