2025 Investment Opportunity: 5 Wind Power Plants with 478MW Capacity, Over $11 Billion in Capital

During the week of November 8–14, 2025, three provinces attracted investment for six projects, totaling over 27.1 trillion VND. Notably, five of these projects are wind power plants with a combined capacity of 478MW, accounting for more than 25.8 trillion VND in investment capital.

Quang Ninh: 1 Project

The Project Management Board for Investment and Construction in Zone I of Quang Ninh Province invites interest in the Quang Ninh 1 Wind Power Plant project. With a designed capacity of 200MW, the plant is located in Thong Nhat Commune and Hoanh Bo Ward. The total investment capital is VND 7,290 billion. The deadline for submission of registration documents is December 5, 2025.

The project requires over 92.5 hectares of land, including 16.8 hectares for turbine foundation and construction site. The implementation period is 36 months, with expected operation starting in 2028.

Quang Tri: 4 Projects

The Department of Industry and Trade of Quang Tri Province announces the upcoming invitation for investment in four wind power plant projects with a total capacity of 478MW and investment capital exceeding VND 18,500 billion.

Specifically, the Cam Lo Wind Power Plant has a capacity of 200MW, located in Con Tien and Hieu Giang Communes, with an investment of VND 6,500 billion. The land area required for the project must align with the scale and capacity of the facility. The implementation period is from 2025 to 2028.

The Tan Thanh Long Wind Power Plant, with a capacity of 48MW, is situated in Khe Sanh and Lao Bao Communes, requiring an investment of over VND 1,809 billion. The land area for permanent use is expected to be 16.8 hectares or less than 0.35 hectares per MW. Temporary land use during construction is projected at 14.4 hectares or less than 0.3 hectares per MW. Upon operation, the investor is responsible for returning this temporary land. The implementation period is 48 months from the approval of the investor selection result.

The Hung Bac Wind Power Plant, with a capacity of 30MW, is located in Tan Lap and Khe Sanh Communes, requiring an investment of VND 1,100 billion. The permanent land area is approximately 10.5 hectares, with temporary land use at 9 hectares. The project is expected to be completed by 2027.

The Halcom Hong Duc Wind Power Plant has a capacity of 200MW, with an investment of nearly VND 9,128 billion, located in Tan My, Sen Ngu, and Truong Phu Communes. The project survey area is 1,606 hectares, with 11.8 hectares of permanent land, 58 hectares of permanent water surface, and 4 hectares of temporary land. Land and water allocation procedures are to be completed within 15 months from the land and water allocation decision.

Tay Ninh: 1 Project

The People’s Committee of My Yen Commune invites investment in the Residential Area Project in Hamlet 2, with an investment of over VND 1,318 billion. The project covers approximately 31.7 hectares and is expected to provide 1,136 commercial housing units, with a maximum height of 4 floors. It also includes 100 resettlement units for affected residents, covering nearly 1.7 hectares with a height of 4 floors. The implementation period is 36 months from the approval of the investor selection result or the investor approval decision.
