On the morning of November 15th, General Secretary Tô Lâm attended and directed the National Conference to implement the Politburo’s Directive on organizing the elections for the 16th National Assembly and People’s Councils at all levels for the 2026-2031 term. This significant political event follows the 14th National Party Congress.
The General Secretary emphasized that the 2026 election holds special meaning, coinciding with the 80th anniversary of the first general election. Its outcome will lay the foundation for streamlining the state apparatus in the new term while reinforcing the strength of national unity.
He stressed the immediate task of meticulously preparing all aspects to ensure the election is democratic, lawful, safe, and cost-effective. The issued guidelines will serve as a unified framework for consistent and systematic implementation across all levels.

He highlighted personnel work as the decisive factor for election success. Candidate nominations must be transparent, aligned with cadre planning, and consistent with building a streamlined apparatus suited to the two-tier government model. The representative structure should reflect all social classes, prioritizing quality standards.
He underscored that the 2026-2031 term is pivotal for realizing the 100-year development goals. Future representatives must be visionary, proactive, and accountable. Individuals driven by political opportunism, power ambitions, factionalism, or integrity issues must be excluded to maintain the integrity of elected bodies.
The General Secretary called for strengthened oversight of consultative steps to prevent illegal campaigning or group interests. Citizens must fully exercise their nomination and voting rights without obstruction.
He urged enhanced public awareness campaigns to ensure voters understand the election’s significance, encouraging responsible participation. Localities may organize suitable activities to foster enthusiasm leading up to election day.
On security, he directed authorities to proactively monitor and address emerging issues, ensuring public and infrastructure safety. Complaints must be resolved promptly and legally. Misinformation exploiting the election for disruption must be firmly countered.
He advocated for IT integration in election management—from voter roll updates to result reporting—with robust cybersecurity and data protection. Close coordination between central and local bodies is essential for synchronized and efficient processes.
The General Secretary urged immediate action with clear task assignments and progress monitoring to prevent delays. With the consensus of over 100 million voters and the political system’s resolve, he expressed confidence in a successful election, celebrating democracy and national aspirations.
