Sleepless Nights Securing a 60m² Hanoi Apartment for Over 1 Billion VND

From the afternoon of November 16th, hundreds gathered at the registration area for the CT3 social housing project in Kim Chung urban area, Thien Loc commune (Hanoi), securing their spots to submit applications on the morning of November 17th.

According to the Hanoi Department of Construction, the official submission of applications was set for November 17th. However, by late afternoon on November 16th, a crowd had already gathered at the application reception area of the Thien Loc Commune’s Cultural, Information, and Sports Center to secure their spots. Many arrived prepared with water, food, folding chairs, and blankets, ready for a long night ahead.

By 11 PM, the crowd continued to grow. People began passing around sheets of paper to self-record their personal details in order of arrival.

At midnight on November 17th, representatives from the front of the line began calling out names from the self-organized list created the previous evening.

Many in the crowd shared their determination to secure a home, willing to endure the sleepless night for a chance to own a place in the capital. Submitting their applications was the first step toward realizing their dream of a stable residence in Hanoi.

Inside the Thien Loc Commune’s Cultural, Information, and Sports Center, the developer had meticulously prepared the facilities to begin accepting applications at 8 AM on November 17th.

The spacious and well-organized venue featured clear signage and support staff positioned at the entrance, ensuring a smooth and efficient process for applicants.

Notably, an automated queuing system was implemented, allowing applicants to obtain a numbered ticket, register, and receive an appointment slip for document submission.

In an interview, Mr. Nguyen Thanh Trung, Director of the CT3 Kim Chung Social Housing Project Management Board, stated that the application period would run from November 17, 2025, to January 3, 2026. Depending on the volume of applicants, the developer may extend the submission deadline if necessary.

Incomplete or ineligible applications will receive detailed guidance for correction and resubmission, ensuring a fair and transparent process for all.

“The queuing system is open to everyone, with up to thousands of tickets available daily,” Mr. Trung explained.

He added that the developer had invited law enforcement to oversee the process, ensuring security and preventing fraud or exploitation.

“We are committed to making this process as objective, convenient, and transparent as possible,” Mr. Trung emphasized.

The CT3 social housing project in the new Kim Chung urban area is jointly developed by Hanoi Investment and Housing Development Corporation and Viglacera Corporation. The project comprises three buildings ranging from 9 to 12 stories, with a construction density of 33.78%. It will accommodate approximately 3,900 residents across a total built-up area of 109,410 square meters.

The project includes 1,104 units, with 929 designated as social housing. Specifically, 589 units (58.9–64 sqm) are for sale, 212 units (49.5–59.24 sqm) are for rent, and 128 units (58.9–59 sqm) are for rent-to-own.

The provisional prices for CT3 units (including VAT and maintenance fees) are 18.4 million VND per square meter for sale, 91,700 VND per square meter per month for rent, and 312,860 VND per square meter per month for rent-to-own.

The Hanoi Department of Construction noted that these prices are provisional. Final prices for sale, rent, and rent-to-own will be approved by the developer in accordance with current regulations.

Contract signings are expected in Q1 2026, with unit handovers scheduled for Q4 2026.
