The Ministry of Construction has issued Circular No. 32/2025/TT-BXD, amending and supplementing Circular 05/2024/TT-BXD, marking a significant step forward in streamlining administrative procedures—a long-standing bottleneck in social housing policies.
A key highlight of Circular 32 is the revision of Articles 6 and 8 of Circular 05, which redefines the forms used to verify eligibility and income conditions for purchasing or leasing social housing.
Changes in Eligibility and Required Documentation
Previously, under Article 6 of Circular 05/2024/TT-BXD, individuals falling under clauses 5, 6, 8, 9, 10, and 11 of Article 76 of the 2023 Housing Law used Form No. 01 to prove their eligibility for social housing benefits.
However, Circular 32/2025/TT-BXD has refined this process by categorizing eligible groups and assigning specific forms. Specifically, Form No. 01 is now designated for individuals under clauses 9, 10, 11, and clause 5 of Article 76 of the 2023 Housing Law (cases without employment contracts or pension benefits). Additionally, Circular 32 introduces Form No. 01a for individuals under clauses 5, 6, and 8 of Article 76, excluding the aforementioned clause 5 cases.
Revised Income Verification Requirements
Under Article 8 of Circular 05/2024/TT-BXD, income verification was previously conducted using either Form No. 04 or Form No. 05, depending on whether the applicant had an employment contract.

Circular 32/2025/TT-BXD clarifies the application of these forms. Specifically:
Form No. 01a in Appendix I applies to individuals under clauses 5, 6, and 8 of Article 76 of the 2023 Housing Law, excluding those under clause 5 without employment contracts or pension benefits from the Social Insurance Agency.
Form No. 04 in Appendix I applies to individuals under clause 7 of Article 76 of the 2023 Housing Law.
Form No. 05 in Appendix I applies to individuals under clause 5 of Article 76 of the 2023 Housing Law without employment contracts or pension benefits from the Social Insurance Agency.
If the applicant is married, their spouse must also declare income using Form No. 01a, 04, or 05 in Appendix I.
Circular 32 also introduces Clause 2a in Article 8, detailing income verification authority for retired civil servants. Retirees can obtain verification from the Social Insurance Agency issuing their pension or the local commune-level People’s Committee where they reside.
Income Verification Guidance for Freelancers
Alongside Form 01a, Circular 32 restructures income verification forms.
Specifically: Form 01a is for low-income individuals with employment relationships, workers, civil servants, and public employees (clauses 5, 6, 8 of Article 76); Form 04 (revised) is for military personnel; Form 05 (revised) is for freelancers.
Furthermore, Circular 32 mandates that if the applicant is married, their spouse must also declare income using the corresponding form. This ensures eligibility assessment is based on total household income, preventing underreporting or legal loopholes.
All revised forms (01, 01a, 02, 03, 04, 05) have a 6-month validity period, ensuring up-to-date and accurate information in applications.
