Becamex – VSIP – VRG Consortium Partners with Tay Ninh Province to Develop 1,500-Hectare Complex at Moc Bai Gateway

Becamex, VSIP, and VRG have jointly signed a Memorandum of Understanding (MoU) with the People’s Committee of Tay Ninh Province, marking the launch of a large-scale Industrial-Urban-Service Complex development plan in the Moc Bai area.

On November 14, 2025, a consortium comprising Becamex – VSIP – VRG and the Tay Ninh Provincial People’s Committee signed a Memorandum of Understanding. The primary focus is to implement the Project on Forming and Developing the Moc Bai Cross-Asia Complex.

This project is strategically located along the Tay Ninh – Binh Duong economic corridor, directly connecting to the Moc Bai Border Gate Economic Zone. The event marks a pivotal step toward establishing a new-generation investment ecosystem, emphasizing digital technology, clean energy, and the development of a carbon-neutral industrial park model.

The project’s development plan is divided into two phases. In Phase 1, from 2025 to 2030, the Consortium will focus on developing three industrial zones in Thanh Duc Commune, covering approximately 1,500 hectares.

Simultaneously, this phase includes the construction of adjacent urban areas, completion of essential infrastructure such as electricity, water, renewable energy systems, and the implementation of a 30km road connecting Moc Bai – Cross-Asia. Phase 2, beginning after 2030, will complete all industrial, urban, and supporting service components, including social housing and logistics systems as per the master plan.

Additionally, the Consortium will collaborate with Tay Ninh Province to explore investments in the Bau Bang – Moc Bai railway and the industrial corridor connector road. Both critical infrastructure projects are expected to be implemented under a public-private partnership (PPP) model, enhancing transportation capacity and regional connectivity.

Representing the Consortium, Mr. Nguyen Van Hung, Chairman of Becamex IDC’s Board of Directors and Co-Chairman of VSIP Group, reaffirmed their long-term commitment to Tay Ninh. He emphasized the development of green, smart infrastructure and the promotion of public-private partnerships in transportation and logistics to build a cross-regional urban-industrial value chain.

On behalf of Tay Ninh Province, Chairman of the Provincial People’s Committee Nguyen Van Ut highlighted the province’s role as an international trade gateway, connecting Ho Chi Minh City, Cambodia, and the Mekong Subregion. The province is prioritizing investment environment improvements and infrastructure upgrades. According to the Provincial People’s Committee, the Tay Ninh – Ho Chi Minh City economic corridor is expected to become a “connectivity hub” fostering cross-border industrial and logistics linkages, integrated with Cai Mep – Thi Vai Port and Long Thanh Airport.

Provincial leaders highly appreciated this collaboration, anticipating it will drive breakthroughs in investment attraction and infrastructure development. Relevant departments, agencies, and localities have been urged to expedite the implementation of subsequent steps, ensuring favorable conditions for investors in line with the Memorandum of Understanding.
