The Pham Tu route, connecting Ring Road 3 to Road 70, has been completed for over 5 years, yet the Xa La intersection (overpass over Road 70) remains unfinished.
This road, part of a BT infrastructure-for-land project (Pham Tu Road), has an investment of over 1.5 trillion VND, assigned by Hanoi City to investors since 2015.
Despite the 2.5 km, 10-lane road being completed 5 years ago, the overpass intersection (highlighted in red) at the end of the route remains unfinished, leaving the site incomplete and underutilized.
At the new overpass intersection, construction has only reached the pillars for the Pham Tu approach bridge, located in the middle of the road, and has been stalled for years.

The project aimed to reduce traffic on Ring Road 3 and Road 70 but has instead created a new congestion hotspot at the Pham Tu – Road 70 intersection in Hanoi for years.
The Pham Tu – Xa La intersection site (indicated by the arrow) is delayed due to unresolved land clearance issues involving nearly 100 households in Tan Trieu commune, former Thanh Tri district (now Dinh Cong ward).
The Hanoi Traffic Construction Investment Project Management Board (state agency managing the Pham Tu BT road project) stated that the intersection remains on hold due to nearly 100 households in Tan Trieu commune, former Thanh Tri district, still awaiting land clearance.
To maximize project efficiency and alleviate long-standing congestion, in early 2025, the Chairman of Hanoi People’s Committee directed former Thanh Tri district to complete land clearance by Q2/2025 and the investor to finish the intersection within 2025. However, construction at the site remains stagnant.
Local authorities cited the delay in land clearance to the new Land Law effective this year, as residents affected by the project are requesting compensation based on updated land prices.

The Hanoi People’s Committee has directed relevant departments to prepare for the construction of underpasses at two critical intersections on Ring Road 3: Dương Đình Nghệ and the Tây Thăng Long axis. Slated to begin in early 2026, this initiative aims to alleviate severe traffic congestion and frequent vehicle conflicts caused by the high volume of traffic at these junctions.
