Ho Chi Minh City’s People’s Committee recently convened a meeting on November 14 to discuss the urban rail network development strategy. The city has set higher expectations for progress, resource allocation, and organizational models to accelerate the entire Metro system.

According to the Department of Construction, the city’s urban rail network plan includes 27 lines spanning over 1,000 km. Ho Chi Minh City aims to complete 232 km by 2030, with an estimated total investment of nearly $20 billion. Between 2025 and 2030, the city will prioritize six key lines, including Metro Line 2, the Thu Thiem – Long Thanh route, the Binh Duong – Suoi Tien route, and the Ben Thanh – Can Gio route.

Current funding from the central government and the city’s budget covers only about 66% of the required capital. The city has called for urgent proposals to secure additional resources, including land exploitation through the Transit-Oriented Development (TOD) model and expanding Public-Private Partnerships (PPPs), particularly Build-Transfer (BT) contracts.

The city is also exploring the establishment of a state-owned Urban Railway Corporation to ensure unified investment, management, and operation.

Chairman of the Ho Chi Minh City People’s Committee, Nguyen Van Duoc, has directed a comprehensive review of the rail network planning to align with the new urban space and integrate it into the 2021–2030 master plan, with a vision to 2050. TOD areas around stations and depots will undergo planning adjustments to generate additional development resources.

Secretary of the Ho Chi Minh City Party Committee, Tran Luu Quang, emphasized the completion of six Metro lines and two national railway lines assigned by the central government. For the three priority lines—Metro Line 2 Ben Thanh – Tham Luong, Metro Line 2 Ben Thanh – Thu Thiem, and the Thu Thiem – Long Thanh route—the city demands completion before 2030, with clear milestones to prevent overlaps and delays.

The Ben Thanh – Can Gio line is set to break ground on December 19, 2025. The city has also requested the creation of two Gantt charts to monitor progress until 2030 and June 2026, with clear responsibilities assigned to each department.

Regarding resettlement, the city will prioritize project-based arrangements, providing rental subsidies during the waiting period for new homes. Additionally, a portion of housing in strategic locations will be pre-built to address special cases, ensuring long-term livelihoods for residents. The entire resettlement process will be digitized for enhanced transparency.

For Metro Line 2 Ben Thanh – Tham Luong, the city plans to commence construction in January 2026, making it the first project to apply the special mechanism under Resolution 188/2025. The Party Secretary has mandated uniform technology standards, ensuring no preferential treatment for any contractor or technology to maintain transparent competition.
