Hundreds Rush to Submit Applications for CT3 Kim Chung Social Housing Project, Starting at 900 Million VND per Unit

Hundreds of residents gathered outside the Cultural, Information, and Sports Center of Thien Loc Commune (Hanoi) to line up and register for the submission of applications to purchase, rent, or lease-to-own social housing units in the CT3 project of the new Kim Chung Urban Area.

According to the plan, at 8:00 AM on November 17th, the developers of the CT3 Social Housing Project in the new Kim Chung Urban Area (commercially known as Thang Long Green City) in Thien Loc commune, Hanoi—a joint venture between Hanoi Housing Development and Investment Corporation and Viglacera Corporation—officially began accepting registration files for purchasing, renting, and rent-to-own options from residents as scheduled.

As reported by Tien Phong’s journalists, hundreds of residents eager to submit their applications gathered early outside the Thien Loc Cultural and Sports Center, awaiting their turn to file their documents.

Even earlier, starting November 16th, the area outside the submission point for the CT3 Social Housing Project in the new Kim Chung Urban Area became a hotspot, with hundreds flocking to secure their spots for the application process.

Ms. Nguyen Thi Ha from Hoai Duc shared, “My spouse and I arrived at the submission point yesterday afternoon to secure our spot. Social housing is so scarce now—if you’re not quick, you miss out. We came early hoping to complete our application on the first day, just in case we need to supplement any documents without risking our chance.”

Speaking with Tien Phong’s journalists, Mr. Le Ngoc Uoc, Deputy Director of Viglacera’s Real Estate Development Division, emphasized their understanding of the challenges residents face in accessing social housing. The joint developers have proactively researched and implemented transparent solutions, providing clear guidelines to ensure equal access to information, independent of intermediaries, while saving time and costs.

Mr. Uoc explained that developers introduced a numbering system to ensure transparency in application processing. The procedure involves applicants presenting their original documents and ID cards to receive a queue number. Staff then record the number and issue an appointment slip. Officers later verify the documents according to regulations. “We will accept all applications for purchasing, renting, or rent-to-own options. Residents can track progress without queuing overnight or worrying about missing their turn. All information is publicly available, ensuring peace of mind throughout the process. We expect to process 50 applications today,” Mr. Le Ngoc Uoc stated.

Additionally, Thien Loc commune authorities and local police were present early to maintain order during the application process.
