Shark Thuy Case Concludes: 29 Suspects Indicted

Following the conclusion of the investigation into the case at Egroup Corporation, Nguyễn Ngọc Thủy (Shark Thủy) and 28 accomplices have been indicted by the Ministry of Public Security on three charges: fraud to appropriate property, bribery, and receiving bribes.

On November 13, 2025, the Investigation Police Agency of the Ministry of Public Security issued the Conclusion of the Investigation into the criminal case involving Egroup Education Group JSC, Egame Investment and Distribution JSC, Nhat Tran Trading and Service JSC, and related entities. They proposed prosecuting 29 defendants, including Nguyen Ngoc Thuy, on three charges: fraud, bribery, and receiving bribes.

On the same day, the Investigation Police Agency of the Ministry of Public Security issued a Notice to affected units, organizations, and individuals, including victims, parties involved, and those protecting their legal rights and interests, informing them of the conclusion of the criminal investigation.

According to the list of victims attached to the notice, 8,926 investors purchased fictitious shares but have not received full repayment of the principal, totaling nearly 8,398 billion VND. Additionally, 1,197 investors purchased fictitious shares but have received full repayment of the principal and partial interest, totaling nearly 720 billion VND. Thus, the case concludes with a total of 10,123 victims and an outstanding debt of nearly 7,678 billion VND.

Previously, on March 21, 2024, the Investigation Police Agency of the Ministry of Public Security arrested and charged Nguyen Ngoc Thuy, Chairman of the Board and CEO of Egroup, with fraud. On December 5, 2024, the investigation agency further charged Thuy with bribery.

The investigation revealed that between 2015 and 2023, Nguyen Ngoc Thuy and his accomplices used Egame as a legal entity to commit fraudulent acts. They utilized fictitious Egroup shares to raise capital through various transactions, including selling shares for cash payments, bank transfers, real estate payments, and borrowing from investors with share ownership as collateral.
