Sleepless Nights and Endless Waits: The Struggle to Secure Social Housing in Hanoi

As dusk fell on November 16th, hundreds of residents flocked to the registration point for the CT3 Kim Chung social housing project, forming long lines to secure their chance at affordable housing.

Although the developer of the CT3 Kim Chung urban area project (former Dong Anh district) started accepting applications for the first phase on November 17th, many residents had already gathered at the application submission point for the CT3 Kim Chung social housing project since the afternoon of November 16th, willing to queue overnight to secure a spot.

To secure a prime position, people brought folding chairs, drinks, and thin blankets, prepared for a long, sleepless night. Many arrived in the afternoon to “claim a good spot,” avoiding potential crowding during the distribution of queue numbers.

Mr. Bui Tu, a freelance worker in Hanoi, shared that owning a home is his and his wife’s dream after years of working in Hanoi. Despite needing to borrow money, he remained undeterred, choosing to stay up all night to queue and submit his application, bringing him closer to his dream of homeownership.

“Social housing is incredibly popular now; if you’re not quick, you’ll miss out. My wife and I have been waiting for this day for a long time, so even if it means staying up all night, we’ll accept it,” said Mr. Tu.

Ms. Mai, from Ninh Binh, also arrived at 6 PM on November 16th to secure her spot. Upon arrival, she saw many people already queuing at the gate and prepared a mat to sit on. Her main concern was whether her housing application documents were complete.

“I just hope I get to submit my application today. If the documents are incomplete, I can supplement them later,” Ms. Mai shared.

The Social Housing Construction Project at CT3 and CT4 land plots in the new Kim Chung urban area, Thien Loc commune, Hanoi, is jointly developed by Hanoi Investment and Housing Development Corporation and Viglacera Corporation, with a total investment of 1,521.2 billion VND.

The project is built on a land area of 35,759.6 m², with CT3 covering 24,000 m² and CT4 covering 11,759 m². It comprises 4 buildings, ranging from 9 to 12 stories, plus 1 basement and 1 stairwell floor. CT3 includes 3 structures labeled CT3A, CT3B, and CT3C, while CT4 has 1 structure.

The project offers a total of 1,588 apartments (1,104 in CT3 and 484 in CT4), including 892 social housing units for sale, 300 for rent, 128 for rent-to-own, and 268 commercial units for sale.

The Hanoi Department of Construction announced that the CT4 project was completed and put into use in Q4/2021, providing 484 apartments. The second phase, focusing on CT3, is expected to offer 1,104 apartments, including 589 for sale, 212 for rent, 128 for rent-to-own, and 175 commercial units.

The provisional price for social housing units (including VAT and maintenance fees) is 18.4 million VND/m². The rental price for social housing (including VAT and maintenance fees) is 91,700 VND/m²/month. The rent-to-own price for social housing (including VAT and maintenance fees) is 312,860 VND/m²/month, with a 5-year rental period.
