The Hanoi People’s Committee has recently approved the Planning Task for the XB-5 Urban Subdivision, at a scale of 1:2000, covering the communes of Noi Bai, Soc Son, Quang Minh, and Phuc Thinh (Hanoi).
The planning area spans approximately 3,971 hectares. Its boundaries are defined as follows: to the north, it borders the Western Urban Subdivision of Ring Road 4 – Segment 1 (North of the Red River), E3, and agricultural land in Noi Bai commune; to the south, it adjoins the E1-3 and E2-3 urban subdivisions and Ring Road 3; to the east, it meets the XB-4 urban subdivision; and to the west, it borders the Western Urban Subdivision of Ring Road 4 – Segment 1 (North of the Red River).
The area serves as a green buffer zone, limiting urban expansion between Dong Anh, Me Linh, and the former Soc Son urban area. It functions as a hub for airport services, international trade, logistics, and cargo transit, as well as a national and regional air transport nexus.
Key land uses within the urban subdivision include residential areas, urban public services, infrastructure hubs integrated with Transit-Oriented Development (TOD), urban public green spaces, tourism zones, urban technical infrastructure, industrial clusters, and specialized green areas.
The Hanoi Department of Architecture and Planning’s Project Management Board for Architectural Planning is tasked with organizing the planning process.
The Hanoi People’s Committee has directed the Department of Architecture and Planning to verify and confirm the Planning Task for the XB-5 Urban Subdivision, at a scale of 1:2000, in alignment with the approved decision.
The Project Management Board for Architectural Planning is responsible for the accuracy of data and materials and must collaborate closely with relevant departments, agencies, and the People’s Committees of Noi Bai, Soc Son, Quang Minh, and Phuc Thinh communes to ensure compliance with current regulations.
