Affordable Social Housing Units Starting at $38,000 in Hanoi: Police Invited to Monitor and Eliminate Profiteering Brokers

To ensure transparency and compliance with legal regulations in the purchase and sale of social housing, thereby preventing "broker" scams and policy exploitation, the developer of the CT3 Kim Chung social housing project (Hanoi) has invited the police to collaborate and oversee the entire process of document submission and lottery drawing.

All Applications for Social Housing Project CT3 Will Be Accepted

The CT3 social housing project, part of the new Kim Chung urban area (Thăng Long Green City), is jointly developed by Hanoi Housing Development and Investment Corporation and Viglacera Corporation. The project is now officially accepting applications for purchase, rental, and rent-to-own options. The application submission period at CT3 Kim Chung, Thiên Lộc Commune (Hanoi), runs from November 17, 2025, to January 3, 2026.

Amid soaring commercial property prices and a shortage of affordable housing, the CT3 social housing project has attracted a large number of applicants. To date, over 1,600 individuals have registered and received appointment slips for submitting their applications.

Despite rainy weather today (November 18), hundreds of people lined up, braving the rain, to secure their appointment slips.

The CT3 Kim Chung social housing project in Thiên Lộc Commune (Hanoi) is now available at an estimated price of 18.4 million VND per square meter.

Speaking with Tiền Phong Newspaper, Mr. Trần Ngọc Anh, Deputy General Director of Viglacera Corporation, representing the joint developers, emphasized their understanding of the challenges residents face in accessing social housing. The developers have proactively implemented transparent solutions, providing clear guidelines to ensure equal access to information, eliminating intermediaries, and saving time and costs for applicants.

“We will accept all applications for purchasing, renting, or rent-to-own options at our project. Applicants can track their progress without needing to queue overnight or worry about missing their turn. All information is publicly available to ensure transparency and peace of mind throughout the process,” said Mr. Trần Ngọc Anh.

To ensure fairness and transparency, the developers have assigned dozens of dedicated staff to cross-check applications internally. All project-related personnel must sign a commitment to avoid conflicts of interest, ensure accountability, and be monitored by an independent oversight department.

The application process for CT3 social housing is designed to be convenient, quick, and transparent. Applicants bring their original documents and present their ID to receive a queue number. Staff then record the number and issue an appointment slip. Afterward, designated officers verify the applicant’s documents according to regulations.

Additionally, the developers have published all project details, procedural guidelines, and required forms. A dedicated email address has been set up to address inquiries and resolve concerns.

Regarding the absence of an online application option, Mr. Trần Ngọc Anh explained that in-person submissions remain necessary due to the high volume of applicant questions requiring direct interaction. Additionally, current digital infrastructure is insufficient to support a fully online process.

The daily limit of 50 applications is due to the time-intensive verification process, despite the experienced and professionally trained review team. However, this number could increase to 70–80 applications per day given the high demand.

Addressing concerns about handling thousands of applications, Mr. Trần Ngọc Anh stated, “If application volumes surge, the joint developers will request the Hanoi Department of Construction to consider extending the submission period. All applications, regardless of submission date, hold equal validity. We are prepared to extend timelines or increase staff to ensure applicant rights.”

Police Invited to Monitor and Prevent Brokerage Fraud

To ensure compliance with social housing regulations and prevent policy exploitation, the joint developers have requested the support of Thiên Lộc Commune People’s Committee and its Police Department. This includes publicizing project details and deploying officers to maintain order during the application process.

Mr. Trần Ngọc Anh announced that law enforcement has been invited to oversee the entire application and lottery process to prevent brokerage fraud and policy exploitation.

The developers have asked the Thiên Lộc Commune People’s Committee to publish all project information, procedures, rules, and application guidelines on their official website. They have also requested police presence in key areas such as parking, queuing, number issuance, appointment scheduling, and document submission zones throughout the process.

Mr. Trần Ngọc Anh warned of fraudulent activities on social media, where individuals falsely claim to represent the developers and disseminate misleading information about application procedures and housing purchases, violating legal regulations.

“We have engaged law enforcement to monitor the entire application and lottery process to prevent brokerage fraud and policy exploitation,” Mr. Trần Ngọc Anh emphasized.

The CT3 Kim Chung social housing project comprises three 12-story buildings with an additional penthouse level, totaling 1,104 units. These include 589 units for sale, 212 for rent, 128 for rent-to-own, and 175 commercial units. The estimated price for social housing units (including VAT and maintenance fees) is 18.4 million VND per square meter. The estimated rental rate (including VAT and maintenance fees) is 91,700 VND per square meter per month. The estimated rent-to-own rate is 312,860 VND per square meter per month. Sales contracts are expected to be signed in Q1 2026, with unit handover scheduled for Q4 2026.
