New Land Price Framework Set to Take Effect in Vietnam from January 1, 2026

Starting January 1, 2026, Vietnam will implement a new land price framework under the 2024 Land Law. Several localities have already begun drafting new land price tables, with significant increases anticipated.

The Hanoi Department of Agriculture and Environment is seeking public input on a draft proposal for the city’s first land price table, set to be implemented from January 1, 2026.

Notably, the department proposes the highest residential land price in Hanoi for streets in the former Hoan Kiem District, exceeding 702 million VND per square meter. The most substantial increases are proposed for outlying areas, ranging from 16% to 26%.

Economic expert Nguyen Quang Huy, CEO of the Finance and Banking Department at Nguyen Trai University, commented to Lao Dong that many localities are developing new land price tables with significantly higher adjustments, reflecting efforts to align with market realities.

Meanwhile, attorney Nguyen Van Dinh noted that from another perspective, the new land price framework could lead to higher land-related costs for citizens.

For instance, land-related fees such as land use payments upon state recognition of land rights (first-time land registration), land-use purpose conversion for households and individuals, annual land rental payments, land use tax calculations, registration fees, and particularly income tax on land use rights transfers, are all based on the land price table.

According to the attorney, if land prices double, the associated land use fees, taxes, and charges citizens must pay will also double. Given the large number of affected individuals, the new land price framework will have a broad and comprehensive impact.

As reported by SGGP, Ho Chi Minh City is also in the process of developing a new land price table to be implemented from January 1, 2026. In this context, the government has submitted Report No. 958/TTr-CP to the National Assembly on a draft resolution outlining mechanisms and policies to address challenges in implementing the 2024 Land Law, aiming to balance the interests of the state, households, individuals, organizations, and businesses.

The “Land Price Adjustment Coefficient” (referred to as coefficient K) in the draft resolution is a key issue drawing significant attention from both the public and the business community.

According to Dao Quang Duong, Head of the Land Economy Department at the Ho Chi Minh City Department of Agriculture and Environment, the city is developing its land price table based on data collected by a consulting firm from over 7,500 streets. This first-time land price table will serve as the basis for application in 12 specific cases as outlined in the 2024 Land Law.

However, Dao Quang Duong noted that even if the new land price table effective from January 1, 2026, matches current prices, multiplying it by coefficient K will result in a substantial increase. The new land price table will apply to the aforementioned 12 specific cases, unlike previous limited applications, and will thus have a far-reaching impact on various economic sectors.

The most direct impact will be on individuals and households required to pay land use fees.
