On November 17th, Minister of Health Dao Hong Lan presented the draft Resolution proposal to the National Assembly, outlining mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025, issued by the Politburo. This resolution focuses on breakthrough solutions to enhance the protection, care, and improvement of the people’s health.

The purpose of this document is to effectively implement Resolution 72-NQ/TW by establishing specific mechanisms and policies to address the tasks assigned by the Politburo, ensuring feasibility and immediate action.

Resolution No. 72-NQ/TW outlines six key task groups: (1) Innovating leadership and action in health protection, care, and improvement; (2) Enhancing healthcare system capacity, especially preventive and primary care, and leveraging traditional medicine; (3) Improving medical ethics and developing a high-quality, synchronized healthcare workforce to meet international standards and patient satisfaction; (4) Advancing healthcare financing reforms and sustainable health insurance policies; (5) Driving scientific, technological, and digital innovation in healthcare; and (6) Promoting private healthcare development and optimizing resource utilization.

The draft Resolution comprises seven articles. Based on a review of current healthcare challenges, it aims to address strategic, breakthrough issues to institutionalize the Politburo’s Resolution 72-NQ/TW and advance the healthcare sector.

A key policy focus is reducing healthcare costs for citizens. Starting in 2026, free annual health check-ups will be provided based on priority groups and schedules. Basic healthcare services within the health insurance benefits will be free, following a phased implementation aligned with national economic development. Pilot programs will diversify health insurance packages to meet public demand.

Clarifying “Basic Level” Free Healthcare

Regarding free healthcare policies, Nguyen Dac Vinh, Chairman of the Culture and Society Committee, noted that the provision for free annual health check-ups or screenings from 2026 relates to disease prevention. Most opinions suggest integrating this into the Preventive Medicine Law (to be considered at the 10th Session), clarifying financial mechanisms, target groups, priorities, and implementation timelines, with detailed regulations by the Government.

For free basic healthcare, the Culture and Society Committee noted that the provision applies to health insurance participants, with full coverage of examination and treatment costs within insurance benefits phased in from 2027 to 2030.

Most opinions suggest specifying principles and assigning the Government to propose amendments to the Health Insurance Law in 2026 (added to Article 6 of the draft Resolution). Clarifications are needed on the scope of “basic level” free healthcare and the baseline for increased benefit coverage.

During group discussions, Delegate Nguyen Anh Tri (Hanoi) emphasized that health insurance should not restrict patient access to higher-level care. He advocated for technology to enhance healthcare quality across all levels, especially primary care, enabling insured individuals to access any healthcare facility.

Delegate Nguyen Anh Tri stressed the need for breakthrough measures to facilitate patient care. With current resources in technology, science, and personnel, healthcare quality can be improved at all levels, particularly primary care. He proposed mechanisms allowing insured individuals to access any healthcare facility.

Regarding “basic level” free healthcare within insurance benefits, he urged clarity on covered services, suggesting the inclusion of advanced technical applications and treatment protocols.
