Government Inspectorate Urges Recovery of Over $1 Billion for State Budget Following Audits

According to data from the Inspection Monitoring, Urging, and Post-Inspection Handling Department (Department XIV under the Government Inspectorate), from 2018 to September 2025, the Government Inspectorate has urged the implementation of 246 inspection conclusions, recovering 24,418 billion VND for the state budget.

Over the years, the Government Inspectorate and the entire inspection sector have recognized the critical importance of monitoring, urging, and inspecting the implementation of conclusions, recommendations, and post-inspection handling decisions.

Annually, the Standing Committee of the Party Committee of the Government Inspectorate issues specialized resolutions to strengthen leadership and enhance the effectiveness of implementing inspection conclusions, particularly in asset recovery and handling violations by organizations and individuals.

At a recent workshop on post-inspection handling experience sharing, co-organized by the Government Inspectorate and the French Embassy, Ms. Pham Thi Thu Huong, Deputy Director of Department XIV, reported that from 2018 to September 2025, the inspection sector has monitored and inspected the implementation of 37,913 inspection conclusions.

Of these, 22,579 conclusions have been completed, achieving a 59.6% success rate; 49,107 hectares of land have been recovered, reaching 67.7%; administrative actions have been taken against 20,173 organizations and 43,255 individuals; 522 cases have been transferred to investigative agencies, with 81 cases and 165 individuals indicted; and 2,149 policy recommendations have been finalized, achieving a 75.2% completion rate.

A highlight of post-inspection handling is the Government Inspectorate’s role in advising the Government on Project 153, which focuses on resolving bottlenecks in land projects, particularly in Hanoi, Ho Chi Minh City, Da Nang, and Khanh Hoa.

As a member of the Government’s Task Force, the Government Inspectorate has directly participated in implementing this project. This marks a significant step in administrative reform, facilitating investment capital flow, promoting economic growth, and ensuring legal principles and transparency in natural resource and land management.

The Politburo has also issued Conclusion No. 77-KL/TW (dated May 2, 2024) on solutions to address project and land bottlenecks in five key localities. The National Assembly adopted Resolution 170/2024/QH15 (dated November 30, 2024), establishing special mechanisms for Ho Chi Minh City, Da Nang, and Khanh Hoa. Subsequently, the Government issued Decree 76/2025/ND-CP, creating a clear and synchronized legal framework to address long-standing bottlenecks.

As of October 15, localities have reviewed 2,161 projects and land facilities with a total investment capital of over 352,993 billion VND. Of these, 1,759 projects have been resolved, achieving an 81.39% success rate, corresponding to over 220,000 billion VND in investment capital being unlocked and 6,101 hectares of land being effectively utilized.

According to Deputy Director of Department XIV Pham Thi Thu Huong, post-inspection handling has seen significant progress: organizational structures have been streamlined, professional tasks clearly defined, contributing to enhanced management effectiveness and legal rigor.

Through consistent monitoring and inspection, many ministries, sectors, and localities have thoroughly rectified violations and strictly implemented conclusions and recommendations. Inspection activities now go beyond identifying violations to focus on improving mechanisms, perfecting policies, and enhancing legal compliance awareness.
