Hundreds of Buyers Stay Up All Night to Purchase Social Housing, Developer Suddenly Changes Strategy

Hundreds of people lined up overnight to secure their spot for submitting applications to purchase social housing in Kim Chung (Hanoi), only for the developer to unexpectedly change the number distribution process.

On November 17th, the CT3-CT4 Kim Chung social housing project began accepting applications. However, as early as the afternoon and evening of November 16th, hundreds of people gathered outside the submission point, queuing overnight to secure a chance to submit their applications for social housing.

Initially, residents created their own numbered lists as usual. But when the submission point was about to open, the developer issued an official announcement: “All self-made lists by residents will not be recognized. The submission point will issue numbers following a new procedure to ensure fairness.”

Shortly after, an automated numbering system was implemented. Residents followed the order to obtain their numbers, eliminating the previous chaos of vying for spots or manual listing.

The joint developers required applicants to present their citizen ID cards and valid documents according to form 02. Proxy submissions and numbers issued before 8 a.m. were not accepted.

Notably, the automated numbering system allowed residents to obtain their numbers, register on the list, and receive an appointment slip for submitting their applications.

Mr. Nguyễn Thành Trung, Director of the CT3 Kim Chung Social Housing Project Management Board, stated that the application period would run from November 17, 2025, to January 3, 2026. Depending on the number of applicants, the developer would consider extending the submission period if there were too many remaining applications. Therefore, interested buyers could rest assured that no one would be left behind during the application review process.

Incomplete or ineligible applications would receive specific guidance for completion and resubmission according to regulations.

“The numbering system is accessible to everyone, with up to thousands of numbers issued daily. From the first to the last day, everyone has equal access to submit their applications. If the number of applications exceeds expectations, a lottery will be held. If application processing is delayed, the developer will notify applicants to extend the submission period,” said Mr. Trung.

Mr. Trung also mentioned that the developer had invited police authorities to oversee and ensure security, preventing brokers and policy exploitation.

“Throughout the process, we will ensure the highest levels of objectivity, convenience, and transparency,” Mr. Trung emphasized.

Eligible applications would be compiled by the developer. According to legal regulations, priority applicants would be allocated a certain ratio, while the remaining applicants would participate in a lottery as usual.

Based on the numbered list, the developer planned to receive and review approximately 50 applications daily. Over 40 days (from November 17, 2025, to January 3, 2026), the project could process over 2,000 applications.

The Social Housing Investment and Construction Project at CT3 and CT4 lots in the new Kim Chung urban area, Thiên Lộc commune (Hanoi), is jointly developed by Hanoi Investment and Housing Development Corporation and Viglacera Corporation, with a total investment of 1.521 trillion VND.

The project is built on a land area of 35,759 m², with CT3 covering 24,000 m² and CT4 covering 11,759 m². It consists of 4 buildings, ranging from 9 to 12 stories, plus one basement and one stairwell floor. CT3 includes three structures (CT3A, CT3B, CT3C), and CT4 has one structure.

The provisional price for social housing units (including VAT and maintenance fees) is 18.4 million VND/m². The rental price for social housing units (including VAT and maintenance fees) is provisionally 91,700 VND/m²/month. The rent-to-own price for social housing units (including VAT and maintenance fees) is provisionally 312,860 VND/m²/month, with a rental period of 5 years.
