Institutions – Infrastructure – Human Resources: The Three Pillars Driving Ho Chi Minh City’s Development from 2025 to 2030

To implement the resolutions of the 1st Party Congress of Ho Chi Minh City, the City Party Committee has developed an action program comprising 10 task groups and 3 breakthrough priority programs.

Mr. Nguyen Duc Lenh, Deputy Director of the State Bank of Vietnam (SBV) Branch in Zone 2, emphasized the critical importance of effectively implementing three key breakthrough programs. These initiatives serve as both the foundation and the driving force for achieving the socio-economic development goals outlined in the City Party Committee’s Resolution for the 2025-2030 period.

First, in terms of policy and institutional frameworks, the city will continue to optimize policy resources to support its socio-economic development. Beyond addressing existing challenges and proposing policy amendments, the city will pilot an autonomous urban model. This model grants greater autonomy in urban planning, smart city management, and budget allocation, ensuring sufficient resources to meet the city’s development objectives.

Successfully executing this program will not only unlock development resources but also foster a favorable business investment environment. This, in turn, will stimulate production, attract investment, and drive socio-economic growth for the 2025-2030 period.

Second, regarding infrastructure development, the city will prioritize investments in technical infrastructure to support its socio-economic advancement. During this phase, the city will focus on eight key tasks within the infrastructure breakthrough program. These include developing transportation projects (road and rail) to enhance connectivity, thereby boosting the city’s economy and regional economic integration.

Implementing these measures will improve transportation efficiency, support socio-economic development, and strengthen inter-regional connections under a new management model. Additionally, it will serve as an economic growth catalyst by attracting capital and fostering the development of key sectors such as logistics, processing, technology, education, and tourism. These sectors are pivotal in leveraging Ho Chi Minh City’s advantages during the 2025-2030 period.

Third, human resource development is a critical factor and a key breakthrough in the city’s resolution implementation strategy. The human resource development program focuses on training across all sectors, emphasizing innovation and technological advancement. This aligns with the city’s goals of becoming a digital economy hub, an international financial center, and a major service hub, while also meeting the demands of international economic integration.

The program includes initiatives to enhance governance capacity, administrative reform, and efficiency. These efforts are essential for achieving the City Party Committee’s objectives and ensuring the successful implementation of monetary and credit policies, digital banking development, and human resource enhancement within the banking sector. Ultimately, these measures will contribute to the city’s socio-economic growth, its aspirations as an international financial center, and its role as a major service hub during the 2025-2030 period.
