The Hanoi Social Insurance (HSI) recently published a list of employers delinquent in contributing to social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance for two months or more, as of October 31, 2025, based on C12-TS data retrieved on November 5, 2025.
According to the list, 22,528 entities owe hundreds of billions of VND in unpaid insurance contributions. This non-compliance not only violates legal regulations but also severely impacts the lawful benefits of numerous employees.
Notably, several companies owe tens of billions of VND, with arrears spanning months or even years, posing significant risks in processing employee benefits.
Among the listed entities, Intracom Construction and Infrastructure Investment Joint Stock Company (Intracom, located at 24th Floor, Intracom Tower, 33 Cau Dien Street, Xuan Phuong Ward, Hanoi) was named for a three-month delay, totaling 714,298,317 VND.
Previously, in the list published on October 5, 2025, based on data as of September 30, 2025, Intracom was also listed for a five-month delay, amounting to 1,434,033,072 VND.
Intracom, originally established as the Urban Traffic Infrastructure Construction Investment Company with 100% state capital, was a member of the Hanoi Housing Development and Investment Corporation (Handico). In 2006, the company underwent privatization.
As of September 2022, its chartered capital stood at 2.95 trillion VND, with undisclosed shareholder structure.
In the latest registration update on August 27, 2025, Ms. Phan Thu Thao (born in 1995) replaced Mr. Nguyen Thanh Viet (also known as Shark Viet from Shark Tank Vietnam) as the CEO and legal representative.
Intracom operates across multiple sectors, including real estate, healthcare, and hydropower.

In real estate, Intracom is the developer of prominent projects in Hanoi, such as Intracom Cau Dien, Intracom Riverside, and Intracom Trung Van.
In healthcare, Intracom invested in the Phuong Dong Medical Complex (10 hectares in Hanoi). The Phuong Dong General Hospital, part of this complex, has a capacity of over 1,000 beds.
The complex also includes the Phuong Dong Asahi Elderly Care Center (800 billion VND investment, 7,000 m²), Phuong Dong High-Tech Cancer Hospital (30,000 m², 250 inpatient beds), and more.
Intracom is also known for major hydropower projects like Nam Pung, Ta Loi 1-2-3 (Lao Cai), and Cam Thuy 1 (Thanh Hoa), with total investments reaching trillions of VND.
The group also invests in wind, biomass, solar, and waste-to-energy projects, promoting eco-friendly energy solutions.
Deputy Prime Minister Le Thanh Long signed Decision No. 2445/QĐ-TTg on November 5, 2025, renaming Chu Van An University to Intracom University.
Established in 2006 under Decision No. 135/QĐ-TTg, Chu Van An University has trained tens of thousands of students, providing high-quality human resources nationwide.
In August 2021, Ecopark Group invested in the university, launching the EcoUni campus within Ecopark Urban Area.
By July 2025, Intracom Group became the sole investor of Chu Van An University following an M&A deal with Ecopark Group.
Intracom, Shark Việt’s Company, Named Among Firms Delayed in Social Insurance Payments
Intracom has been publicly named by the Hanoi Social Insurance Agency for failing to remit social insurance contributions on time. The company is delinquent for 5 months, with the total outstanding amount reaching 1,434,033,072 VND.
Intracom Trung Van: Shark Viet’s Extended Project
The Intracom Trung Van project, developed by Shark Nguyen Thanh Viet’s Intracom Group, has completed the construction of high-rise and low-rise residential areas. However, the public utilities are yet to be finished. This project is among those granted a 24-month land use extension by the People’s Committee due to delays.
