According to an announcement by the joint venture between Hanoi Investment and Housing Development Corporation and Viglacera Corporation, the developers of the social housing project at CT3 and CT4 plots in the new urban area of Kim Chung (NOXH CT3 Kim Chung project, Thien Loc commune, Hanoi), the submission of application files for purchasing homes will be accepted from November 17, 2025, to January 3, 2026, during office hours.

By 2:10 PM, the queue had stabilized, restoring order after the morning’s chaos.
Ms. Pham Hai Ly, a local resident, shared that people started securing spots from the previous afternoon. “By early morning, it was packed. Everyone feared missing the submission deadline, so they arrived very early. It was overwhelming, with crowds from all sides,” she said.
At the submission point, Ms. Hong from Soc Son, Hanoi, arrived at 5 AM to secure a spot, hoping to register a home for her family. Despite the early morning hardship, she sees this as a significant opportunity for stable housing given her limited income. “Everyone dreams of a home for their children. It’s exhausting, but I persist. Hope fuels determination,” she said. She also hopes a successful application will reduce rental stress and provide long-term stability.
The NOXH CT3 Kim Chung project is located at CT3 and CT4 plots in the new urban area of Kim Chung, Kim Chung commune, Dong Anh district (now Thien Loc commune, Hanoi). It is developed by the joint venture of Hanoi Investment and Housing Development Corporation and Viglacera Corporation.
The project includes three buildings—CT3A, CT3B, and CT3C—ranging from 9 to 12 floors, with one basement and one roof level. It offers 1,104 apartments, including 929 social housing units. Specifically, 589 social housing units are for sale (58.9–64 m²), 212 for rent, and 128 for rent-to-own.
