Transforming VNeID into the Ultimate Citizen-Government Communication Channel: A Mandate for the Ministry of Public Security

The Ministry of Public Security is transforming VNeID into a national digital platform with five core functions: storing citizens’ digital data; providing electronic identification and authentication; facilitating online public services and administrative procedures; serving as a digital wallet and payment channel for social welfare; and acting as a secure, official communication channel between citizens and the government (initially supporting National Assembly and People’s Council elections), businesses, and fellow citizens.

Prime Minister assigns the Ministry of Public Security to develop VNeID as the official communication channel between citizens and the government.

This directive was issued by Prime Minister Phạm Minh Chính in Announcement No. 624, summarizing the fifth meeting of the Government’s Steering Committee on Science, Technology, Innovation, Digital Transformation, and Project 06.

The Prime Minister also instructed the Ministry of Construction to urgently establish a task force to support six centrally governed cities in developing and issuing Smart City Plans, to be completed by December 2025 and implemented in 2026.

The Ministry of Health has been tasked with drafting and submitting for approval a National Digital Health Record and Electronic Medical Record Plan for 2026–2030. This plan must clearly outline objectives, components, timelines, and targets for citizen adoption, healthcare facility connectivity, and data interoperability, with completion by December 2025.

The Prime Minister directed the Ministry of Public Security to continue investing in and expanding the National Data Center No. 1, and to propose the development of National Data Centers No. 2 and No. 3, with completion by December 10, 2025.

The Ministry of Education and Training will lead the creation of a lifelong learning profile, integrated with the national diploma and certificate database, to be completed by December 10, 2025. They will also guide ministries, sectors, and localities in digitizing diplomas and certificates, with full implementation in December 2025 and 100% data digitization by 2026.

To streamline administrative procedures, ministries must urgently review, amend, and unify the restructuring of online public services to reduce document requirements and avoid inconveniencing citizens when data is already available.

Additionally, a comprehensive review of the current status of online public services and database management, as guided by the Ministry of Public Security, is required. Regulations incompatible with non-location-based administrative procedures and end-to-end online public services must be revised.

The Prime Minister mandated that 100% of business-related procedures be conducted online, and 100% of administrative procedures be executed independently of provincial boundaries.

The Ministry of Science and Technology is tasked with urging telecom companies to achieve 90% nationwide 5G coverage by 2025 (currently at 39.5%). They must also collaborate with relevant agencies to resolve challenges related to the Starlink project, aiming for 500,000 subscribers by 2026.
