On November 18th, as part of the investment cooperation conference connecting Ho Chi Minh City businesses with Ca Mau Province, T&T Group, led by entrepreneur Do Quang Hien, and the People’s Committee of Ca Mau Province signed a Memorandum of Understanding (MoU) for collaboration in several key sectors: aviation, transportation infrastructure, renewable energy, real estate, industry, and logistics.
Under the agreement, T&T Group and Ca Mau Province will jointly explore the establishment of a direct flight route between Hanoi and Ca Mau, operated by Vietravel Airlines (a member of T&T Group). This direct route is expected to address the long-standing connectivity challenges of the province, reduce travel time, and boost tourism, trade, and investment opportunities.
Additionally, T&T Group will survey and propose a residential project in the Hon Khoai Port area, envisioned as a high-end urban, tourism, and entertainment complex. This project aims to leverage the region’s scenic beauty and tourism potential.
Simultaneously, T&T Group will study a 1,000-hectare inland logistics area adjacent to the sea (near the 17km bridge connecting the mainland to Hon Khoai Port). This project will focus on logistics services to support clean energy production and port operations.
Conference proceedings
Another critical aspect of the agreement is the study and development of an integrated urban, commercial, and logistics hub modeled after the Port City concept in the Netherlands. Spanning 3,000 to 5,000 hectares in Dat Mui and Phan Ngoc Hien communes, this project aligns with the province’s planning. Port Cities are urban centers where economic and social development is closely tied to port activities. Structurally, they include port-industrial-logistics zones, transition areas, urban development zones, and hinterlands. This model goes beyond a city with a port, positioning the port as the primary driver of urban growth.
Beyond maritime-related projects, T&T Group will collaborate with Ca Mau Province to develop an industrial-logistics ecosystem in the Nam Can Economic Zone, a strategic location directly connected to international maritime trade routes. The group will also survey and invest in a 1,000-hectare airport urban area in Ca Mau, inspired by the successful model of Singapore’s Changi Airport. With the airport at its core, surrounding areas will be developed into vibrant economic, financial, commercial, tourism, and entertainment hubs, propelling growth in Vietnam’s southernmost region.
Transportation infrastructure is another focal point of the agreement. T&T Group plans to invest in an 81km expressway connecting Ca Mau City and Bac Lieu City, extending Expressway 33 (Ho Chi Minh City – Tien Giang – Soc Trang) to link with the Ca Mau – Dat Mui Expressway. This coastal transport corridor will expand urban, industrial, logistics, and tourism development, enhance regional connectivity via Ca Mau Airport and Hon Khoai Port, optimize land use, and strengthen national defense and security.
In the energy sector, T&T Group will propose renewable energy projects for the 2026–2030 period, with an estimated capacity of 1,000 MW, aligning with the province’s emission reduction goals and clean energy development plans.

Speaking at the conference, Mr. Nguyen Anh Tuan, Deputy General Director of T&T Group, emphasized that Ca Mau is entering a historic phase. The merger of Ca Mau and Bac Lieu presents a “golden opportunity” to unite regional strengths, optimize land, forest, and marine resources, and establish a dynamic growth hub in the Mekong Delta. With sustainable development goals and strategic vision, Ca Mau is emerging as a regional center for energy, fisheries, and ecotourism, offering attractive investment opportunities in key sectors.
Over the years, T&T Group’s collaboration with Ca Mau Province has remained strong and effective across various fields, from infrastructure and urban planning to social welfare initiatives.

T&T Group considers Ca Mau a vital component of its long-term investment strategy. Following the 2021 strategic cooperation agreement, the group is actively developing and researching major projects in Ca Mau, such as the New Urban Area in Ward 1 (now An Xuyên Ward), including a 1,200-unit social housing project that broke ground on August 19th, catering to nearly 5,000 residents.
