Vingroup and Vinhomes have jointly submitted an Environmental Impact Assessment (EIA) report for the Ha Long Xanh Complex Urban Area, located in Quang Yen Town and Ha Long City (now Tuan Chau Ward and Ha An Ward, Quang Ninh Province).
According to the developer, as of now, the project is under construction for several components in Zone A, covering approximately 910.7 out of 923.6 hectares. Zone B is currently in the land clearance and compensation phase.
To align with the adjusted master plan and zoning plan, the developer has proposed changes to the project’s name, scope, construction scale, and population capacity.
Specifically, Zone A’s area is proposed to increase by 4.2 hectares, dedicated to transportation connectivity between zones. The residential population is adjusted from 244,026 to 341,461 inhabitants.
In Zone A, the residential land area is reduced from 334.4 hectares to 210.4 hectares, while public, commercial, service, golf course, and themed park areas decrease from 324.88 hectares to 310.92 hectares.
In Zone B, residential land is adjusted from 1,378.5 hectares to 929 hectares, and public, commercial, service, tourism, golf course, and themed park areas are reduced from 494.5 hectares to 226.3 hectares.
The architectural components’ scale is revised from 1,735 to 5,133 land plots, an increase of 3,398 plots.
The Ha Long Xanh Complex Urban Area spans approximately 4,114 hectares, adjacent to Ha Long Bay, Hot River, and National Highway 18, with proximity to the Hai Phong – Ha Long Expressway.
Zone A will feature 77 public and service land plots, including: 21 urban commercial service plots (up to 22 floors); 5 mixed-use plots (10-12 floors); 13 public, commercial, and residential service facilities (1-4 floors); and 38 educational facility plots.
Residential land includes 641 plots with 9,056 units: 9,040 low-rise houses (4-5 floors); 16 apartment buildings (up to 25 floors); 2 resettlement plots (25 floors); and 18 social housing plots (1-5 floors).
Tourism services include 16 plots: 5 themed parks (1-3 floors); 9 luxury tourism and resort plots (5-12 floors); and 2 golf course plots covering approximately 230 hectares.
Zone B includes 203 public and service facility plots. Residential areas comprise 441 plots with 38,952 low-rise units and 82 apartment buildings (16,344 units). Tourism services include 29 plots with 70 units.
During a recent progress review, the Quang Ninh Provincial People’s Committee directed relevant departments and Ha An Ward to expedite land clearance. They also coordinated with the developer to finalize land handover procedures, ensuring the project’s groundbreaking on December 19, 2025.
