Upcoming $1.1 Billion Expressway to Connect Nghe An with Thanh Thuy Border Gate

The Vietnamese government has recently submitted a proposal to the National Assembly for approval of the Vinh – Thanh Thuy Expressway project, a public investment initiative with an estimated preliminary cost of VND 23,940 billion (approximately $1.1 billion). This critical transportation project in the North Central Region will not only serve local travel needs within Nghe An province but also play a pivotal role in expanding the international expressway network, directly linking to the Thanh Thuy – Nam On border gate and further to Vientiane, the capital of Laos.

Spanning approximately 60 kilometers entirely within Nghe An, the expressway begins at the intersection with the Dien Chau – Bai Vot Expressway in Hung Nguyen commune and ends at the Thanh Thuy Border Gate Economic Zone. Upon completion, this route will serve as a vital link in the overall Hanoi – Vientiane Expressway, reducing travel time and fostering robust economic and trade development in the border region.

According to the proposal submitted to the National Assembly, the expressway is designed with four lanes in the initial phase, while critical sections such as major bridges and elevated embankments will be constructed to six-lane standards to facilitate future expansion. The roadbed width ranges from 22 to 24 meters, with bridges and special sections exceeding 32 meters in width. The design speed varies from 80 to 100 km/h depending on terrain conditions, ensuring safe and efficient operation.

The project is expected to require the acquisition of approximately 648 hectares of land, affecting 2,883 households, including 221 that will need to be relocated. Compensation, support, and resettlement costs are estimated at nearly VND 2,822 billion. Construction and equipment costs account for over VND 17,726 billion, with the remainder allocated for management, consulting, and contingency expenses throughout the implementation process.

The government has proposed that the National Assembly approve the public investment policy to expedite project initiation, ensuring synchronization with other expressways under development in the region. According to the plan, land clearance will commence by the end of 2025 following approval; the feasibility study report will be approved in Q2 2026; construction will begin in Q3 2026; and the project is expected to be completed in 2028, with operations starting in 2029.

Expanding the Vietnam-Laos Border Economic Corridor

The Vinh – Thanh Thuy Expressway is considered a long-term strategic investment by the government, as it directly connects to the Hanoi – Vientiane route.

Once completed, the expressway will significantly enhance transportation infrastructure and economic development in the North Central Region. It will not only reduce travel time from Vinh City to the Thanh Thuy border gate but also complete the cross-border connection between Vietnam and Laos, contributing to the formation of the Hanoi – Vientiane Expressway corridor.

This improvement will substantially increase cargo capacity through the border gate, reduce logistics costs, and expand trade and export opportunities for Nghe An and neighboring provinces.
