C47 Approves $100 Billion Investment to Establish Energy Company in Laos

On November 17th, the Board of Directors of Construction Joint Stock Company No. 47 (HOSE: C47) passed a resolution approving the investment of 100 billion VND to establish a subsidiary specializing in the energy sector in the Lao People's Democratic Republic.

The subsidiary, C47 Energy Investment and Development LLC (C47-EL), has been approved with a charter capital of 100 billion VND (approximately 4 million USD). Its headquarters will be located in Vientiane, Laos, alongside the C47 Representative Office in Laos. C47-EL will operate in Laos with potential expansion to other regional countries.

C47-EL will focus on five core business sectors: investing, constructing, and operating renewable energy projects (hydropower, solar, wind, biomass); consulting, designing, and implementing energy systems and infrastructure; trading electricity and energy equipment; researching and developing clean energy technologies; and producing and trading construction materials such as sand, stone, cement, and steel.

C47 will assign key personnel to critical roles within the new energy subsidiary in Laos. Chairman Phạm Nam Phong will serve as Chairman of C47-EL; Deputy General Director Nguyễn Hữu Hải will act as CEO and legal representative; and Deputy Head of Finance and Accounting Lê Nguyên Phong will be the Chief Accountant. Additional personnel will be structured and appointed by the subsidiary’s management based on operational needs.

C47 is recognized for its domestic and international project execution, primarily in Central Vietnam, the Central Highlands, Southeast Vietnam, and Laos.

Laos is a strategic focus, where C47 leads the consortium for the Nam Neun 1 Hydropower Project, valued at nearly 185 million USD, scheduled from October 2024 to November 2028. The company also serves as a subcontractor for the Nam Pha, Nam Phak, and Phouphong dams (Nam Phak Hydropower Project), with a contract value exceeding 768 billion VND, running from July 2022 to July 2025.

On November 17, C47’s Board of Directors resolved to establish a representative office for the Bac Ai Construction Site Command in Ma Ty Village, Bac Ai Tay Commune, Khanh Hoa Province. Mr. Lê Văn Cường has been appointed as the head of this office.

In Q3 2025, C47 reported net revenue of nearly 392 billion VND and a net profit of over 17 billion VND, marking a 2x and 13x increase year-over-year, respectively. The company attributes this success to efficient resource allocation and timely payments from clients.

The significant revenue growth in Q3 was driven by progress in key projects: the Nam Neun 1 and Nam Phak hydropower projects, the expansion of the Hoa Binh Hydropower Plant, and the Kazam Reservoir and Suoi Cai Reservoir projects, all of which met their planned targets. Effective cost management further boosted profitability.

On the stock market, C47 shares have corrected over 20% since their September peak. As of the latest session (November 18), C47 closed at 10,000 VND per share, up 67% year-to-date, largely due to a five-month rally following a tariff shock.
