Accelerating Installation, Surpassing Delivery Deadlines
According to the plan, the entire ITS system on the North-South expressways for the 2021-2025 phase must be completed to enable automatic toll collection from January 1, 2026. As one of the contractors implementing the ITS system in phase 1, ELCOM Technology – Telecommunication Joint Stock Company is responsible for multiple ITS packages on expressways such as Mai Sơn – National Highway 45, National Highway 45 – Nghi Sơn, Vĩnh Hảo – Phan Thiết, and Phan Thiết – Dầu Giây.
According to ELCOM representatives, despite objective challenges like adverse weather and land clearance delays, the consortium’s installation progress is ahead of schedule, meeting delivery timelines for investors.
Specifically, on the Mai Sơn – National Highway 45 and National Highway 45 – Nghi Sơn routes, ELCOM has completed 80-85% of the ITS installation, including surveillance cameras, control centers, and weigh-in-motion systems. The installation was executed at a “lightning-fast” pace within one month, nearly four weeks ahead of the planned schedule.
“ELCOM is bolstering manpower and completing installations across the entire route. By November 2025, the ELCOM consortium is expected to finalize and hand over all components, including control centers, AI surveillance cameras, and automatic weigh-in-motion systems, as per the contract,” stated an ELCOM representative. Consequently, from December 2025, investors can conduct full-route testing and commence official operations as scheduled by the Ministry of Construction.
Simultaneously, the company is also ahead of schedule in deploying the ITS system on the Vĩnh Hảo – Phan Thiết and Phan Thiết – Dầu Giây routes, spanning over 200km. Notably, 100% of the hardware and software on these two eastern North-South expressways are handled by ELCOM.
Mr. Nguyễn Khắc Việt, Project Director of the Vĩnh Hảo – Phan Thiết Expressway, stated, “The intelligent transportation system (ITS) and vehicle weight control system on the Vĩnh Hảo – Phan Thiết Expressway are nearing completion. The ITS is essentially complete, with additional equipment installation and software setup underway, preparing for toll collection expected in early 2026.”
Robust Implementation Capability: Foundation for the “Made by ELCOM” ITS Ecosystem
Simultaneously executing multiple key expressway projects in the final stretch requires experienced, systematic implementation capabilities, from project management and construction team coordination to supply chain management and technology solution mastery. According to ELCOM, this is the key factor enabling the company to maintain a fast, continuous construction pace and stable quality across routes spanning the North, Central, and South regions.

ELCOM’s implementation team representatives shared that with over 10 years of experience across thousands of projects, the company has established a “centralized management, decentralized execution” model: all technical standards, safety protocols, construction method drawings, and testing plans are unified at the project management center, then distributed to construction teams across different segments and routes. “We don’t rush progress through ‘all-out’ efforts but maintain a consistently high pace from day one. As one route nears completion, the construction team is redeployed to reinforce the next route, ensuring no downtime,” they explained.
Beyond organizational capabilities, another critical factor enabling ELCOM to accelerate is its ability to self-develop software, integrate systems, and master core ITS equipment. From control center software systems and image processing modules to weigh-in-motion software, everything is developed on the “Made by ELCOM” platform, significantly reducing adjustment, testing, and handover times. According to ELCOM, by controlling both hardware and software, issues can be addressed on-site, making progress more stable and less risky.
