Government Mandates Urgent Measures to Combat Severe Flooding

Deputy Prime Minister Hồ Quốc Dũng has signed Telegram No. 223/CĐ-TTg dated November 20, 2025, issued by the Prime Minister, urging focused efforts to address the exceptionally severe flooding in Khánh Hòa, Đắk Lắk, and Gia Lai provinces.

Severe flooding hits Nha Trang, Khanh Hoa province.

An urgent dispatch has been sent to the Provincial Party Committee Secretaries and Chairpersons of the People’s Committees of Gia Lai, Dak Lak, and Khanh Hoa provinces, as well as to the Ministries of: National Defense, Public Security, Agriculture and Rural Development, Construction, Industry and Trade, Education and Training, Health, and Finance.

The dispatch states: Flood levels on rivers in Khanh Hoa, Dak Lak, and Gia Lai are extremely high, with some areas in Dak Lak and Khanh Hoa surpassing historical flood records. According to the National Center for Hydro-Meteorological Forecasting, heavy to very heavy rainfall is expected to continue on November 20 and 21, 2025. The Ba River and Kon River will remain at very high levels, and rivers in Khanh Hoa are expected to rise further, potentially exceeding historical flood levels. Severe and widespread flooding will persist, particularly in Khanh Hoa and Dak Lak provinces (due to high tides), along with a high risk of landslides in mountainous and sloping areas.

To address the exceptionally heavy rainfall and ensure public safety, following Dispatches No. 217/CĐ-TTg, 218/CĐ-TTg, 219/CĐ-TTg, and 222/CĐ-TTg dated November 19, 2025, the Prime Minister requests:

Ensure public safety and prevent hunger, cold, and water shortages

1. The Provincial Party Committee Secretaries and Chairpersons of the People’s Committees of Khanh Hoa, Dak Lak, and Gia Lai provinces, along with leaders of relevant ministries, must continue to focus and take more decisive actions within their authority. Urgently and effectively implement all necessary measures to respond to the severe flooding, prioritizing the safety of citizens.

2. Chairpersons of the People’s Committees of Khanh Hoa, Dak Lak, and Gia Lai provinces:

– Assume full responsibility before the Government and the Prime Minister for disaster response in their localities. Proactively direct disaster response and rescue efforts within their authority, and promptly report to the Prime Minister, Minister of National Defense, and Minister of Agriculture and Rural Development for issues beyond their jurisdiction.

– Mobilize all necessary resources, particularly military, police, militia, and local security forces, to immediately reach deeply flooded, isolated, and landslide-prone areas. Evacuate residents to safety without delay.

– Ensure timely delivery of food and supplies, prioritizing ready-to-eat items like dried food, bread, and dairy products. Prevent hunger, cold, and water shortages among the population.

Maximize resources for evacuation, rescue, and relief efforts

3. The Ministries of National Defense and Public Security must direct local military and police units, as well as mobilize additional resources (including helicopters and drones) from nearby areas, to support local flood response efforts, particularly evacuation, rescue, and food distribution.

4. The Ministries of Construction and Public Security must direct local police and relevant agencies to manage traffic proactively, advise residents to avoid flood-affected areas, and ensure traffic safety.

5. The Ministry of Agriculture and Rural Development must ensure accurate and timely flood forecasting, informing local authorities and residents to maximize preparedness.

6. The Ministry of Education and Training must ensure the safety of students and teachers in flood-affected areas.

7. The Ministry of Health must ensure essential healthcare services during the flood and prepare for post-flood disease prevention and environmental sanitation.

8. The Ministries of National Defense and Finance must promptly provide necessary equipment and resources upon local request to support recovery efforts./.
