Unveiling Anomalies: 81 Mailisa Products Mysteriously Vanish from System Amidst Hundred-Billion Revenue Ecosystem

81 Mailisa Products with Valid Announcement Certificates from the Ministry of Health Vanish from the System

Regarding Doctor Magic cosmetics, in a conversation with Thanh Niên Newspaper, a representative from the Drug Administration of Vietnam stated that 81 valid announcement certificates have been issued to MK Skincare Trading Import-Export Service Production Company Limited, part of the Mailisa ecosystem.

The Drug Administration is also reviewing other aspects related to these products, including quality metrics.

According to current regulations, cosmetics must be announced before being marketed, with quality managed through post-market surveillance. Imported cosmetic products are managed by the Drug Administration, which receives the announcement certificates.

Annually, the Drug Administration conducts or collaborates with relevant agencies and localities for post-market surveillance of cosmetics. However, for Doctor Magic products distributed by Mailisa, the Drug Administration has not yet released official post-market surveillance information.

Companies with cosmetic products must submit a “cosmetic product announcement form” to the Drug Administration to receive an acceptance number. The required documents include the announcement form, authorization letter (for imported products or domestically produced products not manufactured by the same entity), and a Certificate of Free Sale (CFS) for imported products.

According to Tuổi Trẻ Newspaper, all products, from moisturizers, dark spot treatments, facial cleansers, sunscreens, exfoliants, intimate washes to masks, were directly advertised by Ms. Phan Thị Mai, the owner of the Mailisa system, on platforms like Facebook and TikTok, all under the Doctor Magic brand.

Doctor Magic is introduced on Mailisa’s website as a product line directly imported and distributed by the system without any intermediaries or agents, with valid cosmetic announcement certificates issued by the regulatory authority.

Generally, the products have complete labels indicating the manufacturing location, importer, distributor, and cosmetic circulation license number.

The Doctor Magic products are imported and distributed by Mailisa through MK SKINCARE Trading Import-Export Service Production Company Limited.

According to the Ho Chi Minh City Business Registration Office, MK SKINCARE was established in 2017 by Mr. Hoàng Kim Khánh (born in 1985), Ms. Mai’s husband. The company’s headquarters are in Ho Chi Minh City, with its main business being wholesale of cosmetics and hygiene products.

MK SKINCARE had a registered capital of 10 billion VND at its inception. According to the National Business Registration System, after 8 years of operation, there has been no change in the company’s capital scale.

Currently, Mr. Hoàng Kim Khánh is the owner, CEO, and legal representative.

Many Doctor Magic cosmetic products once advertised on this website are no longer available

However, after being closed for “maintenance,” the Mailisa.com website reopened last weekend. Surprisingly, many Doctor Magic cosmetic products previously advertised on the site are no longer available.

Specifically, on the homepage, scrolling down to the “products” section still displays images and information about Doctor Magic cosmetics with the introduction: “Doctor Magic cosmetics are officially imported and distributed by Mailisa, with valid cosmetic announcement certificates issued by the Drug Administration – Ministry of Health…”.

However, clicking on a product does not display the product details but redirects to the homepage, introducing the team of doctors, the brand owner Ms. Phan Thị Mai, and her husband Mr. Hoàng Kim Khánh.

Anomalies in the Mailisa Ecosystem with Massive Revenue

Mailisa is a beauty brand founded in 1998 by Ms. Phan Thị Mai (commonly known as Mailisa) and her husband Mr. Hoàng Kim Khánh. Currently, Mr. Hoàng Kim Khánh and Ms. Phan Thị Mai are listed as owners of numerous companies in Hanoi, Ho Chi Minh City, Dak Lak, Can Tho, Binh Duong, Nghe An, and Phu Quoc.

According to Dân Trí Newspaper, the companies within the system primarily focus on beauty and vocational training. Notably, the couple has established multiple companies with very similar names, differing only in word arrangements, capitalization, or spacing.

For example, variations of the Mailisa brand name include MAILISA, Mailisa, MAI LI SA, etc. Meanwhile, company names are shuffled, such as MAILISA Service Company Limited and Service MAILISA Company Limited, which are two different entities.

The companies within the system primarily focus on beauty and vocational training, with brands differing in name but mostly belonging to the Mailisa brand.

Among these companies, MAI LI SA Beauty Clinic Company Limited, established in 2007, is considered Mailisa’s first startup, initially named Mai Li Sa Company Limited. Currently, MAI LI SA Beauty Clinic Company Limited is also a key entity within the ecosystem.

According to the National Business Registration Portal, MAI LI SA Beauty Clinic Company Limited has Ms. Phan Thị Mai as its legal representative, with its headquarters located on Huỳnh Văn Bánh Street, Ward 5, Ho Chi Minh City.

Notably, some of the couple’s companies have registered capital ranging from 1 billion VND to a few billion VND but report annual revenues of hundreds of billions VND, with after-tax profits reaching hundreds of billions VND in some years.

The business operations of this beauty clinic chain also show several anomalies. Mr. Hoàng Kim Khánh signed the dissolution decision for Mailisa Service Beauty Clinic Company Limited on October 28 after more than 7 years of operation, citing ineffective business operations as the reason.

Just one day later (October 29), Mr. Hoàng Kim Khánh signed the dissolution decision for Mailisa Trading Service Beauty Clinic Company Limited (in Phu Quoc, An Giang). The reason stated in the dissolution decision was similarly ineffective business operations.

Ms. Mai was also the owner, Director, and legal representative of MAI LI SA Trading and Service Company Limited, established in July 2009. Its main business is importing and exporting goods. However, it has since ceased operations.

MAIKABEAUTY Trading Import-Export Service Production Company Limited, established by Ms. Mai in August 2023, with her serving as Director and legal representative, was unexpectedly dissolved at the end of May, as decided by the company owner, Ms. Phan Thị Mai.

According to the self-introduction on the website, Mr. Hoàng Kim Khánh is the CEO, laying the foundation for the sustainable development of the Mailisa system. Ms. Phan Thị Mai, his wife, serves as the General Director and beauty expert, directly overseeing professional quality across all branches.
