Provincial leaders in Quang Ninh have mandated an accelerated timeline for land clearance at the Ha Long Xanh Complex Urban Area project. This urgent push aims to ensure that land handover conditions for Vingroup are met by November 2025.

Quang Ninh is accelerating land clearance for the Ha Long Xanh Complex Urban Area project, with a focus on 62 households within the priority area to ensure land allocation for investors by November 2025. This critical requirement was emphasized by Vice Chairman of the Provincial People’s Committee, Le Van Anh, during a meeting with Ha An Ward to review and expedite the land clearance progress.

According to the Ward’s report, the Ha Long Xanh project covers 3,186.8 hectares in the ward, affecting 1,818 households and 10 organizations. To date, 2,573.67 hectares, or 80.76% of the total area, have been cleared and handed over to the investor.

The ward has proactively collaborated with consulting units to develop compensation plans for technical infrastructure (electricity, water, telecommunications, and irrigation). They are also expediting the completion of files for 81 households with land origin complaints, to be submitted to the Provincial Inspectorate. Additionally, preparations are underway for the Land Price Appraisal Council to establish a fair and transparent compensation and resettlement plan.

Concluding the meeting, Mr. Le Van Anh commended Ha An Ward’s urgency and responsibility, urging the locality and related units to maintain focus on land clearance. He stressed the key goal of completing clearance for 255 households (717 hectares) by December 2025 and ensuring a full inventory of remaining households, including infrastructure, to facilitate compensation plan approval.

The Vice Chairman also instructed the Management Board of Investment and Construction Projects in Zone I to submit all 17 files by November 25, ensuring timely payment transfers to the locality. The Department of Agriculture and Environment must finalize specific land price adjustments by November 25 and address expired land leases to protect residents’ legal rights.

For the 81 households awaiting land origin conclusions, the Provincial Inspectorate is tasked with completing the process by November 2025, enabling the ward to unify compensation plans. The ward must promptly approve and disburse funds for posted files, continue persuading households with approved plans to accept payments, post remaining draft plans, and collaborate with specialized units to complete compensation plans and restore technical infrastructure.

Mr. Le Van Anh also urged Vingroup to swiftly prepare files for cleared areas to ensure construction progresses as scheduled.

Previously, the Secretary of the Quang Ninh Provincial Party Committee directed relevant departments to collaborate with Vingroup to ensure the Ha Long Xanh Complex Urban Area project can commence on December 19, 2025.

On November 11, Vu Dai Thang, Secretary of the Quang Ninh Provincial Party Committee, Member of the Party Central Committee, and Head of the Provincial National Assembly Delegation, inspected the project’s progress.

To expedite the project, the Secretary instructed the Provincial People’s Committee to direct relevant departments and Ha An Ward to complete land clearance for the remaining area as soon as possible. They must also coordinate with the investor to finalize on-site land handover procedures, ensuring the project can begin on December 19, 2025.

The project is planned to deliver over 55,000 real estate products, including apartments, condotels, shophouses, villas, and hotels, with an expected population of around 244,000.
