“Countdown to a Landmark Event: 198 Projects Set to Unveil in Less Than a Month”

The Prime Minister's directive urges swift preparations for the inauguration and groundbreaking ceremonies of large-scale, significant projects and works, commemorating the 14th National Congress of the Communist Party of Vietnam.

Prime Minister Pham Minh Chinh has issued Directive No. 224/CĐ-TTg on November 20, 2025, urging relevant agencies and units to expedite preparations for the inauguration and groundbreaking ceremonies of large-scale, significant projects in celebration of the 14th National Congress of the Communist Party of Vietnam.

According to the Ministry of Construction’s report, as of November 19, 2025, 15 ministries, 25 localities, and 13 corporations have registered a total of 198 projects for inauguration and groundbreaking. These include 73 inauguration projects and 125 groundbreaking projects, with a combined investment capital of approximately 980 trillion VND.

The breakdown by ministry, locality, and corporation is as follows: 32 projects from 14 out of 18 ministries and ministry-level agencies; 42 projects from 22 corporations; and 124 projects from 25 out of 34 localities.

Categorized by project type, there are 5 nationally significant projects, 39 Group A projects, 134 Group B projects, and 20 Group C projects.

By sector, the distribution is: 67 transportation projects, 28 civil works projects, 42 industrial projects, 23 technical infrastructure projects, 19 social housing projects, 4 cultural projects, 5 educational projects, 2 agricultural projects, and 8 healthcare projects.

However, three ministries (Ministry of Education and Training, Ministry of Foreign Affairs, and the State Bank of Vietnam) and nine localities (Tuyen Quang, Cao Bang, Dien Bien, Phu Tho, Hung Yen, Khanh Hoa, Lam Dong, Tay Ninh, and An Giang) have not yet submitted their reports.

Additionally, the Ministry of Construction’s review reveals that some projects scheduled for inauguration or groundbreaking on December 19, 2025, have not been thoroughly reviewed or reported by local authorities. Some ministries, sectors, and localities have submitted reports but have not registered any projects.

This event holds significant political importance, marking the culmination of five years (2021-2025) of strategic infrastructure development as outlined in the 13th National Party Congress’s resolution. It showcases the nation’s socio-economic achievements and sets the stage for the next phase of development, commemorating the 14th National Congress of the Communist Party of Vietnam.

To ensure the best possible preparation for this pivotal event, the Prime Minister calls upon all ministries, sectors, localities, and related units to strive for the completion of projects, ensuring they meet the criteria for inauguration and groundbreaking as directed in Directive No. 158/CĐ-TTg dated September 4, 2025.

The Ministry of Construction is tasked with leading the coordination efforts alongside the Government Office, Ministry of Finance, and relevant ministries, sectors, and localities to review the list of projects and ensure they are ready for the ceremonies.

The Prime Minister also instructs the Ministry of Construction to collaborate with the Ministry of Home Affairs in proposing well-deserved awards (such as Orders, Prime Minister’s Certificates of Merit) for members of the National Steering Committee for key national projects, particularly in the transport sector, as well as for collectives and individuals who have actively and diligently fulfilled their assigned tasks.

The Ministry of Finance is to work with the Ministry of Construction and other relevant ministries to assess and propose rewards for projects completed ahead of schedule, saving budget funds and achieving efficient operation, in accordance with legal regulations and government directives. This task should be completed by December 15, 2025.
