Emergency Relief of VND 700 Billion Allocated to Four Provinces for Flood Damage Recovery

Specifically, VND 700 billion from the central budget reserve in 2025 has been allocated to four localities: Khanh Hoa, Lam Dong, Gia Lai, and Dak Lak (with Khanh Hoa receiving VND 200 billion, Lam Dong VND 200 billion, Gia Lai VND 150 billion, and Dak Lak VND 150 billion) to address flood damage, as proposed by the Ministry of Finance in Document No. 18072/BTC-NSNN dated November 20, 2025.
The Deputy Prime Minister has instructed the People’s Committees of these provinces to proactively balance local budgets, alongside the central government’s support and other legal financial resources, to urgently implement disaster recovery measures as required.
The People’s Committees are responsible for managing and utilizing the additional funding transparently, ensuring it is used for its intended purpose, in compliance with state budget laws and related regulations, to prevent misuse or corruption. They must report usage results to the Ministry of Finance, Ministry of Agriculture and Environment, and other relevant agencies for submission to the Prime Minister.
This decision takes effect from the signing date (November 21, 2025).
Over the past few days, heavy rainfall has affected the Central region, causing river levels in Quang Tri to Khanh Hoa to exceed alert levels 2 to 3, with some areas surpassing level 3. Notably, rivers in Dak Lak and Khanh Hoa have reached historic flood levels, such as the Ba River at Cung Son station in Dak Lak (formerly Phu Yen), which exceeded the 1993 record by 1.09 meters.
The combination of heavy rain, severe flooding, and high tides has led to critical inundation. According to the Ministry of Agriculture and Environment, over 52,000 homes in more than 128 communes and wards across Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong have been deeply submerged. Many communities remain isolated by strong currents, with limited access to food and supplies in the coming days.
The entire political system, including military, police, local authorities, and citizens, has responded swiftly to minimize damage. Localities have evacuated 18,408 households (61,035 individuals) from high-risk areas, suspended school activities, and managed reservoirs to reduce downstream flooding (hydropower plants on the Ba River reduced water volume by 96.3 million m³).
The floods have resulted in 41 fatalities and 9 missing persons; 167 damaged homes and 51,138 flooded homes (19,200 in Gia Lai, 22,938 in Dak Lak, 9,000 in Khanh Hoa). Extensive flooding persists in 54 wards/communes in Khanh Hoa, 35 in Gia Lai, and 34 in Dak Lak.
Agricultural losses include 13,026 hectares of rice, crops, and vegetables; 2,183 hectares of perennial crops; 30,731 livestock and poultry; and 88 hectares of lobster farms in Khanh Hoa.
Transportation disruptions include 30 flooded national highway sections and multiple provincial and inter-commune roads affected by deep water and landslides.
Power outages have impacted over 1 million customers, with 457,000 restored, leaving 553,250 still without electricity.
Local authorities continue to assess damages and implement recovery efforts.
