Navigating the Bureaucratic Maze: Two Major Transport Projects in Ho Chi Minh City Stuck in Red Tape

A series of major transportation projects in Ho Chi Minh City remain stalled, despite investment plans being approved long ago. Delays persist in transitioning these projects to the next phase.

During a press conference on socio-economic issues held on the afternoon of November 20, Mr. Le Ngoc Hung, Deputy Director of the Project Management Board for Traffic Construction Investment, provided updates on key infrastructure projects.

Over a year since its approval, the Ho Chi Minh City – Moc Bai Expressway and the remaining sections of Ring Road 2 have yet to progress as swiftly as anticipated. Concerns have been raised about the inefficiency in resource allocation and time management, significantly delaying the overall timeline.

Mr. Le Ngoc Hung explained that the Ho Chi Minh City – Moc Bai Expressway, classified as a Group A project, is subject to a rigorous bidding process for consultancy, construction, and mine clearance services, as per regulations. Frequent updates to laws, decrees, and circulars have necessitated adjustments to project documents, prolonging the preparation phase.

According to Mr. Hung, the approximately one-year period from approval to groundbreaking aligns with current regulations, despite causing frustration among investors and the public.

Another critical factor slowing the project is its division into four sub-projects. While Sub-project 1 operates under the PPP Law, Sub-projects 2, 3, and 4 follow the Public Investment Law. Sub-project 2 has completed contractor selection and is set to commence on December 19, 2025, whereas Sub-project 1 will only begin in March 2026. The city aims to complete the entire route by 2027.

Completing Ring Road 2’s remaining 6 km has been hindered by procedural complexities during the appraisal process. The Traffic Management Board has had to revise drainage plans, conduct architectural design competitions for the Binh Thai and Pham Van Dong intersections, and integrate Metro Line 6, high-speed urban roads, and water supply projects. Alignment with Ho Chi Minh City’s 2040-2060 master plan has further extended the timeline.

Despite approval in late 2023, the project remains stalled due to land acquisition challenges. The Compensation and Land Clearance Board plans to complete land recovery from Phu Huu Bridge to Road 79 and from Binh Thai Intersection to Pham Van Dong by November 2025. Non-compliant cases will face compulsory acquisition in December 2025.

Once land is secured, two construction packages will commence simultaneously on December 19, 2025, in time for the 14th National Party Congress.

Regarding public investment disbursement, Mr. Hung noted that the Traffic Management Board has disbursed over 50% of the 2025 plan, totaling more than VND 8.6 trillion. Full disbursement by year-end remains the goal but depends on land acquisition progress and construction contract signings.
