The Politburo and the Secretariat emphasized that this matter is of utmost importance for planning and strategic development. It serves as the foundation for establishing mechanisms and policies that align with the classification of administrative units and urban development in the future, meeting the nation’s development requirements, enhancing modern governance efficiency, and serving the people.
The Politburo and the Secretariat advised that it is essential to study, inherit, and innovate with a long-term, comprehensive vision, ensuring stability and sustainability. The focus should be on sustainable development, tight and modern urban management, smart city initiatives, and promoting digital transformation.

The Politburo and the Secretariat requested a thorough review and assessment of the impacts and quality of urban areas and administrative units to establish clear, scientific, and suitable standards and criteria. This ensures uniformity and stability following the reorganization of the political system’s apparatus.
“Expeditiously finalize the criteria for classifying administrative units and urban areas, especially those with unique historical, cultural, or scenic elements, in line with urban development trends. Ensure environmental protection, landscape preservation, architectural integrity, and optimized connectivity of services and technical infrastructure, fostering seamless linkages between urban areas and administrative units,” the conclusion stated.
One of the tasks assigned by the Politburo and the Secretariat is to urgently deploy competent officials with strong management skills, professional expertise, and specialized knowledge to the commune level. They also instructed the development of appropriate policies and regimes for each type of administrative unit.
The Politburo and the Secretariat tasked the National Assembly Party Committee with leading and directing the issuance of a Resolution on uniform standards for administrative units and urban classification. This resolution should align with the two-tier local government system and general trends, to be completed in November.
Urban areas are defined based on development space, nature, functions, roles, and positions within the national urban system, without limiting urban areas to a single administrative unit. In cases where new wards are established from former towns through rearrangement, they must meet the specified standards and criteria.
The Government Party Committee is instructed to lead and guide relevant agencies in reviewing and perfecting legal documents on administrative unit standards, classification, and urban classification. This process should be scientific, synchronized, unified, and adapted to new conditions, with completion expected in November.
Additionally, the Politburo and the Secretariat stressed the importance of effective communication to ensure that officials, party members, and the public understand the goals and significance of these efforts, fostering consensus during implementation.
