Completion of Component Project 1 of the Bien Hoa – Vung Tau Expressway in 2025
According to Document No. 11414 /VPCP-CN: Considering the proposal from the Ministry of Construction regarding the results of resolving difficulties and obstacles in the Ben Luc – Long Thanh Expressway Project and Phase 1 of the Bien Hoa – Vung Tau Expressway Project by Inspection Team No. 06, Deputy Prime Minister Ho Duc Phoc has instructed the People’s Committee of Dong Nai Province:
Regarding land clearance and technical infrastructure relocation: Direct relevant units to expedite the handover of land (0.3km of the Ben Luc – Long Thanh Expressway Project; the scope of the overpass on DT.770B Road of Component Project 2 of the Bien Hoa – Vung Tau Expressway) before November 30, 2025.
Regarding stone material sources: Continue supporting investors and contractors in supplementing and adjusting stone volume allocations at quarries to meet project timelines.
Regarding construction: Direct the Project Management Board and contractors to focus financial resources, mobilize additional manpower and equipment, increase construction shifts, and apply technical solutions to shorten construction time, ensuring the completion of Component Project 1 of the Bien Hoa – Vung Tau Expressway in 2025, while maintaining quality, efficiency, and safety.
Main Line Opening of the Bien Hoa – Vung Tau Expressway Project in 2025
Simultaneously, the Deputy Prime Minister instructed the People’s Committee of Ho Chi Minh City to direct investors and contractors to accelerate the construction of Component Project 3 of the Bien Hoa – Vung Tau Expressway, ensuring timely project completion as planned.
The Ministry of Construction is tasked with directing the Project Management Board and contractors to strengthen manpower, construction equipment, financial resources, and accelerate construction progress to ensure the main line opening (Component Project 2 of the Bien Hoa – Vung Tau Expressway) in 2025, maintaining quality under adverse weather conditions, efficiency, and safety.
* The Ben Luc – Long Thanh Expressway Project has a total length of 57.8km. The starting point is at the intersection with the Ho Chi Minh City – Trung Luong Expressway, and the endpoint connects to the Tan Hiep intersection of the Bien Hoa – Vung Tau Expressway Project. The project passes through Long An Province (2.7km), Ho Chi Minh City (26.4km), and Dong Nai Province (28.7km).
The project consists of 16 packages divided into 3 sections based on funding sources: Section 1 (West, including 4 packages) is 21.1km long, and Section 3 (East, including 9 packages) is 25.3km long, funded by ADB loans and VEC arrangements; Section 2 (including 3 packages) is 10.7km long, funded by JICA loans. The route includes two cable-stayed bridges: Binh Khanh Bridge and Phuoc Khanh Bridge.
The Bien Hoa – Vung Tau Expressway is invested with a total length of nearly 54km. The starting point is at the QL1 bypass in Bien Hoa City, Dong Nai Province. The endpoint is at QL56 in Ba Ria City, Ba Ria – Vung Tau Province.
The project is divided into 3 component projects. Component Project 1 (Km 0+000 – Km 16+000) is 16km long in Dong Nai Province, with a 4-lane scale.
Component Project 2 (Km 16+000 – Km 34+200) is over 18km long in Dong Nai Province, with a 4-6 lane scale (depending on the section).
Component Project 3 (Km 34+200 – Km 53+700) is 19.5km long in Ba Ria – Vung Tau Province, with a 4-lane scale.
According to the plan, the project will be substantially completed in 2025 and put into synchronized operation in 2026.
