Urgent Flood Release Announced from Sêrêpốk River Hydropower Plant to Downstream Areas

With a discharge flow and turbine operation nearing 2,000 m³/s, the downstream area of the Buôn Kuốp hydroelectric reservoir is projected to experience significant flooding.

On November 20th, Buon Kuop Hydropower Company in Dak Lak Province issued a notice regarding the operation and regulation of the Buon Kuop reservoir.

Buon Kuop Reservoir Announces Overnight Spillway Release

According to the notice, heavy rainfall, with some areas experiencing very heavy rain, has occurred upstream of the Sêrêpốk River. As a result, the Buon Tua Srah reservoir is regulating its outflow with a maximum total flow rate of approximately 1,340 m³/s. The inflow to the Buon Kuop reservoir (located downstream of Buon Tua Srah) is currently increasing, with a projected flood peak of 1,800-1,900 m³/s expected early tomorrow morning (November 21st).

Additionally, the Dak Lak Meteorological and Hydrological Station forecasts that within the next 6-12 hours, water levels on the Krông Ana River and the lower reaches of the Sêrêpốk River will continue to rise. Over the subsequent 12-24 hours, the Krông Ana River is expected to exceed the level 3 flood warning threshold, while the lower Sêrêpốk River will reach its peak and gradually recede.

Buon Kuop Hydropower Company explains that the Buon Kuop reservoir has a small capacity and cannot mitigate or reduce flooding. It must be regulated to balance the outflow with the inflow according to the inter-reservoir operation procedures and reservoir operation guidelines.

Therefore, the company plans to release water from the Buon Kuop reservoir from 8:00 PM on November 20th to 2:00 PM on November 21st, with a spillway flow rate ranging from 1,500 to 1,600 m³/s (excluding the maximum turbine flow of 300 m³/s). At this rate, the company anticipates that the area downstream of the Buon Kuop spillway to the head of the Hòa Phú reservoir may experience flooding 0.5 to 2 meters higher than the 2020 release levels.

To ensure the safety of the structure, downstream areas, and compliance with operational procedures, Buon Kuop Hydropower Company urges relevant authorities to notify residents in the downstream areas of the Buon Kuop reservoir and encourage proactive flood prevention measures. Continuous monitoring of the spillway regulation is essential to develop plans for relocating people and assets to higher ground to ensure safety.

Buon Kuop Hydropower Company will closely monitor weather conditions in the basin and adhere to information and notification protocols when regulating the reservoir spillway.
