Proposed Investment in the 81km Ca Mau – Bac Lieu Expressway

Mr. Nguyen Anh Tuan, Deputy General Director of T&T Group, stated that the company has spent considerable time surveying and proposing the investment for the Ca Mau – Bac Lieu Expressway, a 81.2km project under the public-private partnership (PPP) model.

Upon completion, this route will directly connect with the Ho Chi Minh City – Tien Giang – Soc Trang Expressway, completing the coastal expressway network in the Mekong Delta. It is expected to expand urban, industrial, logistics, and tourism development spaces, optimize the use of existing airports and land funds, and create new development momentum for the entire region.

In addition to transportation infrastructure, T&T Group also expressed interest in investing in a high-end tourism-service ecosystem leveraging the strategic location of offshore islands. The group believes Ca Mau has the potential to form a synchronized value chain, including seaports, industries, logistics, and tourism, directly connecting with the Dat Mui National Tourist Area.

Breakthrough with the Hon Khoai Port City Model – “Southernmost Continent”

Most notably, the group proposed developing the Hon Khoai archipelago under the Port City (City Port) model, inspired by international seaport centers like Rotterdam (Netherlands) and Busan (South Korea).

This model includes:

According to T&T representatives, Hon Khoai is envisioned to become the “Southernmost Continent of Vietnam,” a dynamic development hub integrating internationally and playing a strategic role in the regional trade and transportation network.

In the energy sector, T&T Group is particularly interested in the adjusted Power Plan VIII, which adds 33 wind power projects and 2 solar power projects to Ca Mau and Bac Lieu (former).

The company proposes researching investments in these planned projects, aiming to develop clean and circular energy while leveraging Ca Mau’s geographical proximity to Malaysia and Singapore. The goal is to position Ca Mau as a leading electricity export hub in the Mekong Delta and Vietnam, targeting the Southeast Asian market.

Beyond infrastructure and energy, T&T Group also plans to invest in education, culture, and sports centers in the former Bac Lieu area to enhance human resource quality, a key factor for the region’s sustainable breakthrough.

T&T Group commits to effectively and synchronously implementing these strategic projects in Ca Mau, contributing to the province’s development vision and creating sustainable value for the community, emphasized Mr. Nguyen Anh Tuan at the conference.

During this conference, the Ca Mau Provincial People’s Committee signed a memorandum of cooperation with T&T Group in various fields, including services, logistics, commercial service urban complexes, residential areas, and renewable energy development.

With these large-scale proposals, T&T Group is expected to drive significant transformation in Ca Mau, from transportation infrastructure, seaport industries, and island tourism to renewable energy and education, ushering in a new growth cycle for Vietnam’s southernmost region.
