The Ministry of Construction has issued a document to the People’s Committee of Can Tho City, approving the simultaneous establishment of a detailed zoning plan alongside the master plan for the Mekong Tourism and Resort Urban Area. This is currently the largest project in the Mekong Delta region.
The Ministry of Construction has instructed Can Tho to review the scope, land use indicators, population, and urban criteria in the Chau Thanh – Chau Thanh A area, ensuring compliance with the new regulations following administrative boundary adjustments. Urban plans approved before the administrative reorganization will continue until their expiration and will be integrated into new plans.
The People’s Committee of Can Tho City has tasked the Department of Construction and related units with implementation, emphasizing timely and high-quality execution, particularly for the Mekong Mega Urban Area.
The Mekong Tourism and Resort Urban Area spans approximately 2,945 hectares, with an expected population of 300,000 and a total investment of around $6.2 billion.
To maximize the project’s effectiveness, attract tourists to Can Tho, and boost local socio-economic development, Vingroup has proposed a comprehensive plan. This includes cultural and sports experiences, urban public services, a water park, thrill-ride amusement park, culinary walking street, floating market, Mekong Museum, live performance stage, golf course, wellness center, and garden villas with fruit orchards.

Previously a key project in Hau Giang Province, the Mekong Tourism and Resort Urban Area was assigned to Vingroup for planning and investment attraction, with a target completion by 2030.
In August 2024, the former Hau Giang Provincial People’s Committee met with Vingroup to discuss the project.
Mr. Nguyen Viet Quang, CEO of Vingroup, stated that the project will enhance Hau Giang’s image and attract more investors to the region.
Vingroup’s interest in the project stems from its alignment with the group’s development strategy and its advantageous location for both road and waterway transportation.
In August 2025, the Can Tho City People’s Committee held further discussions with Vingroup on the project.
Vingroup representatives provided updates on the planning progress and proposed immediate actions to finalize planning, initiate bidding, and attract investors. These steps ensure legal compliance post-administrative boundary adjustments and adherence to new regulations.
The Can Tho City leadership emphasized the project’s importance in providing recreational facilities for residents, attracting international tourists, and fostering local economic growth.
The city’s leaders directed departments to collaborate closely with Vingroup to address challenges promptly and ensure smooth project implementation.
