
According to the plan, the Ninh Binh Department of Construction will issue the bidding documents in early December 2025, opening opportunities for capable investors to enter the market. These projects, each with a 50-year operational period, require comprehensive investment in technical infrastructure, social infrastructure, housing, and commercial facilities to create fully integrated urban areas seamlessly connected with existing residential zones.
Among the six newly announced projects, three are located in Thanh Phong and Tan Thanh communes: the Urban Area in Thanh Phong Commune and Tan Thanh Town (code TL-ĐT16.22) with a total investment of nearly VND 780 billion, scheduled for 2025–2029; the Rural Residential Area at OM-10 Lot as per Thanh Phong’s planning, with an investment of nearly VND 195 billion, to be implemented from 2025–2028; and the Urban Area in Thanh Phong Commune and Tan Thanh Town, with a total investment of VND 770 billion, set for 2025–2030.
In Kim Thanh Ward, Ninh Binh Province is calling for investment in two key projects: the Urban Area West of National Highway 1A (bypass section of the old Phu Ly City) with an investment of VND 560.5 billion, scheduled for 2025–2030; and the Urban Redevelopment Area North of T3 Road, with a total investment of VND 455 billion, also set for 2025–2030.
The final project is the Urban Area South of Pho Ca Urban Center, with an investment of VND 705 billion and expected completion by 2030. This project aims to meet the housing needs of local residents, staff, and experts working at the Central Geriatric Hospital Branch 2, as well as workers in industrial zones and clusters in the area.
The Department of Construction is currently selecting a consulting unit to prepare bidding documents for all six projects. The bidding announcement will be publicly released in early December 2025, following a one-stage, one-envelope method to ensure transparency and competition. The bidding documents will comply with the latest regulations.
In addition to the six newly announced projects, the Ninh Binh Department of Construction is also submitting for approval the investor selection results for 12 other real estate projects.
