China’s Leading Railway Conglomerate Eyes $2.8 Billion Van Cao – Hoa Lac Metro Project, Set to Break Ground on December 19th

The Vice Chairman of the Board of CRRC Dalian expressed keen interest in collaborating on projects within Hanoi, particularly the Hanoi Metro Line 5, connecting Van Cao to Hoa Lac.

On the morning of November 21st, Hanoi City leaders met with representatives from CRRC Dalian Locomotive & Rolling Stock Co., Ltd., led by Vice Chairman of the Board Song Xiebing, as reported by the Hanoi E-Portal.

Permanent Vice Chairman Duong Duc Tuan announced that in 2025, Hanoi plans to simultaneously implement eight key transportation projects, including two urban railway lines and six river bridges. These projects aim to enhance the city’s transportation network, alleviate urban infrastructure pressure, and improve inter-regional connectivity.

Regarding the urban railway network planning, Hanoi is adding five new railway lines totaling 200km. By 2045, with a vision extending to 2065, Hanoi will boast 15 urban railway lines spanning 716km in total.

With this development vision, Vice Chairman Tuan expressed his hope for major partners, particularly key Chinese partners, to contribute to Hanoi’s efforts.

Recognizing CRRC Dalian’s expertise in railway standards and its exceptional construction capabilities, Vice Chairman Tuan welcomed the company to explore potential projects in Hanoi.

He also requested CRRC Dalian to share technology and provide support in localizing railway production, particularly in establishing manufacturing facilities for railway components.

Song Xiebing, Vice Chairman of CRRC Dalian, highlighted the company’s over 100-year history as China’s sole large-scale state-owned enterprise capable of independently developing, designing, manufacturing, and exporting railway locomotives, urban rail vehicles, high-speed trains, and new energy locomotives, holding approximately 60% of the domestic market share.

CRRC Dalian has supplied nearly 7,000 urban rail vehicles to projects both within and outside China, particularly excelling in advanced driverless train technology for large-scale pioneering projects in China.

Vice Chairman Song Xiebing praised the potential of the Phu Xuyen Railway Industrial Complex project in Vietnam and expressed CRRC Dalian’s keen interest in participating in Hanoi’s projects, especially the Hanoi Metro Line 5, due to its similarities with the company’s previous endeavors.

Hanoi Metro Line 5, with a total investment of over VND 65 trillion, will pass through 9 wards and 10 communes, and is expected to break ground on December 19th.

Vice Chairman Song Xiebing affirmed CRRC Dalian’s readiness to share its expertise and technology to meet Hanoi’s needs.

Permanent Vice Chairman Tuan expressed Hanoi’s support for CRRC Dalian’s participation in projects of interest and designated the Hanoi Urban Railway Management Board and Hanoi Railway Company as the primary contacts for coordination and implementation of necessary tasks moving forward.

CRRC Dalian, a subsidiary of China Railway Rolling Stock Corporation, boasts a long history as China’s sole large-scale state-owned enterprise independently developing and manufacturing railway locomotives (including diesel and electric locomotives), urban rail vehicles, high-speed trains, and new energy locomotives.

In Vietnam, the company has supplied diesel locomotives and standard railway vehicles. Notably, in 2013, CRRC Dalian exported nine remote-controlled diesel locomotives to FHS Company in Ha Tinh for freight transportation in harsh environments. The company also provided locomotives for standard railway projects such as Lao Cai – Hanoi – Hai Phong, Dong Dang – Hanoi, and Mong Cai – Ha Long – Hai Phong.

Additionally, CRRC Dalian supplies wind energy equipment, photovoltaic equipment, and is gradually establishing localized production facilities through cooperative efforts.
