Government Approves Three New Deputy Chairpersons for Ho Chi Minh City People’s Committee

On November 21, 2025, Deputy Prime Minister Nguyễn Hòa Bình signed a series of Prime Ministerial decisions, approving the election results and relieving the Vice Chairman of the Ho Chi Minh City People's Committee of their duties for the 2021-2026 term. These decisions took effect immediately upon signing.

New Vice Chairman of Ho Chi Minh City People’s Committee, Hoang Nguyen Dinh

According to Decision No. 2557/QĐ-TTg, the Prime Minister approved the election of Mr. Hoang Nguyen Dinh, Member of the Standing Committee of the City Party Committee, Deputy Head of the Propaganda and Mobilization Department of the Ho Chi Minh City Party Committee, as Vice Chairman of the City People’s Committee. Born in 1980 in Hue, he holds a Bachelor of Law, a Master’s in Bridge and Road Construction, and a Senior Political Theory degree. Prior to his role at the City Party Committee, he spent many years working in the transportation sector of the former Ba Ria – Vung Tau province, holding leadership positions such as Director of the Transportation Project Management Board, Chairman of the Board and CEO of Transportation Construction JSC, and Deputy Director of the Department of Transportation.

New Vice Chairman of Ho Chi Minh City People’s Committee, Nguyen Cong Vinh

Under Decision No. 2558/QĐ-TTg, Mr. Nguyen Cong Vinh, Member of the City Party Committee and Director of the Ho Chi Minh City Department of Finance, was approved as Vice Chairman of the City People’s Committee. Born in 1972 in the former Ba Ria – Vung Tau, he holds a Bachelor of Law and a Senior Political Theory degree. He has extensive experience in local governance, serving in roles from Chief of the Office of the People’s Council and People’s Committee of Chau Duc District to Vice Chairman and Chairman of the District People’s Committee. Later, he became a Provincial Party Committee Member and Director of the Department of Planning and Investment. Following the administrative merger, he served as a City Party Committee Member and Director of the Department of Finance.

New Vice Chairman of Ho Chi Minh City People’s Committee, Tran Van Bay

According to Decision No. 2560/QĐ-TTg, Mr. Tran Van Bay, Member of the City Party Committee and Chief Inspector of Ho Chi Minh City, was approved as Vice Chairman of the City People’s Committee. Born in 1971 in Dong Nai, he holds a Master of Law and a Senior Political Theory degree. He previously taught at Ho Chi Minh City University of Law and held leadership positions at the Department of Justice before becoming Chairman of District 9 People’s Committee in 2017. Since 2021, he has served as Deputy Director of the Department of Natural Resources and Environment and, from June 2024, as Chief Inspector of the City.

On the same day, according to Decision No. 2552/QĐ-TTg, the Prime Minister approved the dismissal of Mr. Nguyen Van Tho from the position of Vice Chairman of the Ho Chi Minh City People’s Committee for the 2021-2026 term.

The completion of the Vice Chairman personnel for the Ho Chi Minh City People’s Committee follows the administrative reorganization and restructuring of the apparatus, aimed at meeting the leadership demands of the new phase.
