Hanoi: Online Lottery to Determine Social Housing Buyers

Customers will participate in an online lottery to purchase or lease-to-own social housing on November 24th. Each customer is eligible for one draw only. If selected, the customer must place a deposit and complete the necessary procedures to finalize the purchase or lease-to-own agreement for the social housing unit.

Regarding the Rice Long Châu Social Housing Project (NOXH), the joint venture developer has recently communicated to customers the schedule for the apartment lottery.

According to the plan, the lottery for apartment purchases will take place on November 24th, divided into two sessions. The first session, from 8:15 AM to 8:45 AM, is reserved for priority groups. The second session, from 9:00 AM to 11:00 AM, will cater to the remaining participants.

Customers will participate in the lottery online via a link that will be sent to their email addresses prior to the event on November 24th. Each customer is eligible for only one draw.

There are two types of tickets: a winning ticket (granting the right to purchase/rent-to-own) and a blank ticket (indicating no purchase/rent-to-own rights).

Upon winning the purchase rights, customers are required to deposit 50 million VND to the developer. Subsequently, they will proceed to sign the sales or rent-to-own contracts.

As previously reported by Tien Phong Newspaper, the Thuong Thanh Social Housing Project (Rice Long Châu) comprises three 22-story buildings labeled CT1, CT2, and CT3 (excluding basement and stairwell floors), totaling 1,951 units. Of these, 1,765 units are for sale, and 186 units are for rent-to-own. The apartments range in size from 32.31m² to 69.9m².

The project is executed by a joint venture between Him Lam Thu Do Joint Stock Company and BIC Vietnam Joint Stock Company.

The average selling price is 29.4 million VND/m² (inclusive of VAT, excluding maintenance fees). The average rent-to-own price is 346,701 VND/month/m² (inclusive of VAT).

This marks the first social housing project in Hanoi where the developer has implemented an online application process. However, the application submission faced backlash from customers due to technical issues preventing thousands from submitting their documents. Additionally, the developer required extra documentation beyond the standard regulations to ensure fairness and prevent exploitation of the social housing program.
