Mailisa Beauty Clinic Director Faces Criminal Charges

On November 21, 2025, the Investigation Police Agency for Corruption, Economic, and Smuggling Crimes initiated legal proceedings in the "Smuggling" case, involving MK Skincare Company and related entities and localities. Concurrently, they pressed charges and ordered the arrest and detention of Phan Thị Mai, Director of Mailisa Beauty Salon LLC, along with seven other individuals implicated in the crime of "Smuggling."

Through diligent monitoring, the Police Investigation Agency for Corruption, Economic, and Smuggling Crimes (under the Ministry of Public Security) uncovered irregularities in the cosmetic business operations of companies within the Mailisa Ecosystem, led by Phan Thi Mai and Hoang Kim Khanh.

Preliminary investigations revealed that from 2020 to 2024, with the aim of importing cosmetics into Vietnam for profit through the Mailisa beauty salon chain, Phan Thi Mai and her husband, Hoang Kim Khanh, agreed to purchase low-cost cosmetics manufactured in Guangzhou, China. These products lacked quality assurance, did not meet declared ingredient standards, and were ineligible for the Certificate of Free Sale (CFS) in China.

Subsequently, they colluded with Chinese accomplices to forge contracts and alter the product origin from Guangzhou, China, to Hong Kong, securing a CFS in Hong Kong. They then smuggled these products into Vietnam, falsely advertising them as Hong Kong-made to attract domestic customers and sell them at significantly higher prices, illicitly profiting thousands of billions of VND (based on just 3 out of 100 flagship products supplied by the Mailisa system).

On November 21, 2025, based on investigative findings and collected evidence, the Police Investigation Agency for Corruption, Economic, and Smuggling Crimes initiated a case for “Smuggling” involving MK Skincare and related entities. They also charged and detained eight individuals under Article 188 of the Penal Code for “Smuggling”:

1. Phan Thi Mai, Director of Mailisa Beauty Salon LLC;

2. Hoang Kim Khanh, CEO;

3. Tran Dan Phuong, Chief Accountant;

4. Nguyen Thi Ngoc Truc, Accountant at MK Skincare;

5. Vuong Phuong Nghi, Director;

6. Vo Hoai Son, employee of Khai Hoan Import-Export LLC;

7. Lu XueYi, employee of Khai Hoan Import-Export LLC;

8. Do Bich Thuy, money transfer service provider in Hanoi.

Accomplices in the Mailisa case were charged.

Following approval from the Supreme People’s Procuracy (Department 3), the Police Investigation Agency for Corruption, Economic, and Smuggling Crimes executed the above decisions and orders in compliance with the law.

The agency is currently strengthening evidence to prove the criminal acts of the charged suspects, expanding investigations to comprehensively address organized violations, and verifying, seizing, and freezing assets for state recovery.

 

Mailisa Beauty Salon LLC was established in 2007 as Mai Li Sa LLC, owned and directed by Phan Thi Mai (born in 1975). On August 18, 2025, the company was renamed Mailisa Beauty Salon LLC.

MK Skincare Import-Export Production and Trading LLC was founded in 2017, specializing in wholesale perfumes, cosmetics, hygiene products, pharmaceuticals, and medical devices. With a charter capital of 10 billion VND, it is owned and directed by Hoang Kim Khanh.
